About the Agency

Incumbent performs a variety of duties in accomplishing the objectives of the Labor and Employee Relations Programs. Provides advice and assistance to management officials concerning disciplinary, adverse, and performance-related actions, including serious cases which have the potential of embarrassing the organization or otherwise require special treatment.  In this capacity, the incumbent drafts corrective action notices, insuring such notices are technically correct, conducts pre-action administrative investigations, and prepares reports of investigation.

As a Human Resources Specialist (Employee & Labor Relations), you will:

-Assist management officials at all levels in developing an understanding of the use of discipline, as well as establishing uniformity of actions throughout the organization.
-Coordinate and processes cases involving reports of investigation, removals, involuntary separations and
other adverse actions.  These cases often involve highly charged emotional situations of a potentially
serious or controversial nature.
-Provide advice, guidance, and assistance to managers as requested or required to ensure compliance
with the customer’s policies and the appropriate law, rule or regulation.
-Provide expert advice and assistance to managers at all levels on administration of the negotiated

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized experience:  For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11grade level in the Federal service. Specialized experience for this position includes: 

-Performing employee relations (ER) and/or labor relations (LR) work on behalf of a Federal agency or on behalf of a labor organization representing Federal employees; Note: Private sector or Non-Federal experience will not be considered.
-Interpreting, analyzing, and applying Title 5 Code of Federal Regulations (5 CFR) and Federal human resources (HR) case law to formulate and present arguments and advisory opinions;
-Negotiating, mediating, or using other problem solving approaches to resolve problems and advise management;
-Interacting in highly charged emotional situations concerning sensitive matters; AND
-Preparing written documents sufficient to present arguments and assemble legal and case documents.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-12, you must have been at the GS-11 level for 52 weeks.

The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
