These positions cover paralegal specialist positions in various Sections in the Environment & Natural Resources Division.  The primary purpose of these positions are to provide a variety of legal support to attorneys responsible for performing litigation and attorney advisory services.

Performs legal administration duties in connection with functions such as hearings, appeals, litigation, or advisory services.
Tracks proposed legislation and analyzes the legal impact of legislative developments and administrative and judicial decisions, opinions, determinations, and rulings on Section programs.
Assists in preparing government and expert witness for trial.
Reviews evidence gathered in specific cases and, as needed, prepares subpoenas for additional information required by the investigation. 
Prepares reports, exhibits, memoranda, and statistical analyses to be used in litigating cases.
Performs legal research of relevant statutes, case law, and precedents relating to proposed or pending litigation.
Drafts briefs, motions, memoranda, pleadings, affidavits, correspondence and other written material associated with case development, legal analysis, discovery, and settlement.
Prepares, processes, and analyzes a variety of legal documents.
Manages all phases of the electronic discovery process-identification, preservation, collection, processing, review, analysis, production and presentation.
Receives and analyzes motions, researches pertinent legal issues and prepares Government motions to be filed in court in connection with cases assigned to Department attorneys.
Responsible for electronic databases, converting hard copy documents into electronic documents.

To qualify for the GS-9:  You must have at least one year of specialized experience at, or equivalent to, the GS-7 Federal grade level.  Specialized experience includes:  utilizing automated legal databases to verify legal citations and statutory references; analyzing and organizing factual, legal and archival records; providing assistance to attorneys in preparation for hearings and/or trials; and creating and maintaining litigation databases for management of case materials OR; Education: two full years of progressively higher level graduate education leading to such a degree OR;  LL.B or J.D., Ph.D or equivalent  doctoral degree. 


To qualify for the GS-11: You must have at least one year of specialized experience at, or equivalent to, the GS-9 Federal grade level. Specialized experience includes: utilizing automated legal databases to verify legal citations and statutory references; analyzing and organizing factual, legal and archival records; providing assistance to attorneys in preparation for hearings and/or trials; creating and maintaining litigation database for management of case materials; drafting researching a variety of sources to verify, support or dispute case information; OR Education:  three full years of progressively higher level graduate education leading to such a degree OR;  LL.M if related.

Combination of Education and Experience: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

You must meet the following basic qualification requirements by the closing date of this announcement.  This position requires a qualified typist with a minimum typing speed of 40 words per minute.  Candidates must indicate typing proficiency on their applications.   APPLICANTS WHO DO NOT INDICATE THEIR TYPING PROFICIENCY WILL BE INELIGIBLE FOR THIS POSITION.  This position requires office automation skills.  Some examples of office automation software include database management, and various word processing software packages (MS Office Suite, Excel, PowerPoint, Word) and database applications.
