This position is located in the Office of Workforce Performance and Development (WPD) of the Office of Support Operation’s (OSO), Office of the Assistant Director for HR Operations, Office of Human Resources Services (HRS). The incumbent reports to the Director, Workforce Performance and Development and develops, manages and continuously improves strategic and agency employee development programs. The incumbent serves as the agency’s expert in leadership development, manages the Leadership Development Program (LDP), provides oversight for Library wide employee development programs and facilitates leadership development for aspiring and current leaders.
Position requires incumbent to be highly independent and collaborative, exceptionally effective as a communicator, and a role model leader and learner. The incumbent must be able to coach and advise Library staff and manager, demonstrate diplomacy, and act as an agent of change.

The incumbent of this position will work a flextime work schedule.
This is a non-supervisory, non-bargaining unit position.

Manages complex Library-wide training programs, including the budget, human resources, administration, procurement, and other resources. Leads the establishment of short- and long-range program goals and policies based on organizational goals. Develops detailed plans and oversees implementation of the goals. Plans, develops, and implements multidisciplinary curriculum for a broad range of educational programs including supervisory and leadership development programs. Develops employee development program activities to meet specific program objectives. Assesses program or course curriculum, content, and instructional materials to support employee development based on program goals. Provides day-to-day program management/execution and works directly with participants and graduates of the Leadership Development Program (LDP). Directs the capture, reporting, and analysis of statistical data relating to program operations and directs or personally performs special studies or projects. Prepares and contributes to reports and other presentations on program planning and evaluation. Designs and conducts a wide variety of comprehensive studies and detailed analyses of complex functions and processes related to program planning and management. Identifies and proposes solutions to management problems that are of major importance to planning program direction.
Coordinates the work efforts of technical personnel in conducting conceptual systems analyses, evaluations, or investigations of highly unstructured and interconnected problems involving controversial and complex administrative or programmatic issues and problems. These evaluations serve as the basis for substantive changes in the organization and administration of programs affecting substantial numbers of people. Ensures compatibility of recommendations with overall study objectives and schedules. Originates and establishes inventive new analytical designs or investigative techniques that are of material significance in the solution of important problems with unprecedented or novel aspects, such as developing new criteria for measuring the value of program services and benefits. Integrates results of various studies and analyses into comprehensive technical briefings, reports, and technical papers. Provides technical advice and counsel both within and outside the organization as a recognized expert in the field.
Provides expert advice and guidance on employee development topics such as leadership. Coaches program participants on organizational issues. Recommends long-range program plans, goals, objectives, and milestones, which serve as the basis for substantive changes in the organization and administration of programs affecting large numbers of people. Consults with all levels of management, other federal agencies, and foreign and commercial organizations. Establishes and maintains liaison with Library senior management and works closely with their representatives to ensure that concerns such as proper requirements are met.
Monitors and oversees the management of program funding including budget formulation and execution. Prepares, manages, tracks and maintains program budget reports, forms and schedules for the appropriated and/or gift funds. Serves as the Operating Fund Manager for the Leadership Development Program. Consolidates data for viable overview of the financial status of operations. In collaboration and consultation with Librarian’s Office, review program funding issues and prepares funding requests in proper format. Prepare reports with recommendations and present program funding needs to the Fund Manager for final decision. Conducts annual year-end closing activities and reconciles with accounting records. Ensures contracts with vendors comply with Library contracting guidelines and regulations.
