This position is being filled under the Pathways Internship Program. The Pathways Program allows students to gain paid work experience while pursuing a degree, diploma or certificate at a qualifying educational institution. At the Agency’s option, students hired under the Pathways Program may be extended beyond 09/30/2014 or non-competitively converted to a term, career, or career-conditional appointment. Under the Pathways Program, students who successfully complete all work, study, qualifications, and other eligibility requirements may be offered permanent positions with our Agency upon graduation. EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

In this position, you will provide routine general clerical support to the organization for which you are assigned. Typical assignments include:

  • Performing clerical support work by applying procedures and practices within established guidelines
  • Typing reports, maintaining files, arranging meetings and preparing travel requests and vouchers
  • Conducting research concerning the interpretation of a variety of rules and regulations
  • Receiving and directing telephone calls and visitors
  • Establishing, updating, and maintaining office records

You qualify for this position at the GS-01 level if you possess the following: 

  • Enrollment in a high school diploma or General Education Diploma (GED) program
You qualify for this position at the GS-02 level if you possess one of the following:
  • Three (3) months of general experience. General experience is described as progressively responsible clerical, office, or other work that indicates the ability to acquire the knowledge and skills necessary to perform the duties of the position; OR
  • Completion of high school or GED diploma
You qualify for this position at the GS-03 level if you possess one of the following:
  • Six (6) months of general experience. General experience is described as progressively responsible clerical, office, or other work that indicates the ability to acquire the knowledge and skills necessary to perform the duties of the position; OR 
  • Completion of one (1) full academic year of post-high school study; OR
  • Combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
You qualify for this position at the GS-04 level if you possess one of the following:
  • One (1) year of general experience. General experience is described as progressively responsible clerical, office, or other work that indicates the ability to acquire the knowledge and skills necessary to perform the duties of the position; OR
  • Two (2) years of education above high school; OR
  • Combination of successfully completed post-high school education and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
You qualify for this position at the GS-05 level if you possess one of the following:
  • One full year of specialized experience. Specialized experience is described as experience performing administrative, secretarial, or clerical duties to include reviewing and controlling mail, reviewing incoming and outgoing correspondence, and establishing and maintaining office records;  OR
  • Four (4) years of education above high school; OR
  • Combination of successfully completed post-high school education in excess of the first 60 semester hours and experience. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application.
Education above high school level can be in any field for which high school graduation or equivalent is a normal prerequisite. This education must have been obtained in an accredited business, secretarial, or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.


To qualify for the Pathways Internship Program, applicants must meet the following requirements:

  • You must be enrolled in a qualifying educational institution pursuing a degree, diploma or certificate;
  • You must maintain good academic standing, as defined by your school, generally at least a 2.0 Grade Point Average (GPA) for undergraduate programs (cumulative; no rounding) and a 3.0 GPA for advanced degree programs.

HOW YOU WILL BE EVALUATED:

Individuals will be evaluated against OPM qualification standard for the position being filled. NOTE: To be considered for Pathways Internship positions, you must meet all qualification and eligibility requirements set forth in the Office of Personnel Management (OPM) Qualification Standards by the closing date of the announcement.

Each applicant will receive a determination of eligible or ineligible, with eligibles being referred for consideration.

Qualified applicants eligible for veteran's preference will be referred and considered ahead of non-veterans.

Veterans' Preference:  Preference eligibles will be listed ahead of non-preference eligibles.
