The Information Technology Specialist (INET) is primarily concerned with the development of technical solutions, business processes, and information technology policies to ensure the functionality of as the central government-wide website for federal agency open data.  Responsibilities include overseeing technical development and implementation of open data solutions, coordination with federal agencies on open data issues, and  conducting outreach to federal agencies, citizens, and other stakeholders republishing open data from across the federal government of

As a IT Specialist (INET), your duties will include:

- Develops, evaluates and provides key input to government wide innovative technology solutions for open data.
- Manages technical and business processes for updating content and data on
- Serves as a project manager/technical coordinator on projects involving development of government wide innovative technology solutions.
- Coordinates public outreach and feedback efforts, including implementing technical systems and business processes for responding to questions and comments submitted by the general public on and open data issues.

The GS-14 salary range starts at $106,263.00 per year, if you meet the following qualifications.  You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.

Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as listed below:


  • Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates 'state of the art' technology of the industry.
  • Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
  • Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
  • Problem Solving - This skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.
SPECIALIZED EXPERIENCE REQUIREMENTS: Specialized experience is professional Information Technology (IT) expertise in the field of open data, with experience in the following areas:
  • open data catalogs;
  • content management systems for websites;
  • writing for websites;
  • project management of complex IT projects;
  • developing software or oversight of software development;
  • collaborating with open source communities; and,
  • managing public feedback through social media.
Experience must also include at least 4 of the following: (1) expertise in front-end web development (such as HTML5, CSS3 and JavaScript); (2) expertise in back-end web development (such as Python, PHP, PostgreSQL, MySQL); (3) expertise using open source tools such as Git; (4) expertise in open data catalog technologies such as CKAN and RESTful APIs; (5) expertise in content management systems such as Wordpress; (6) expertise in open data standards (such as W3Cs DCAT and; (7) expertise in government wide outreach, leading government wide working groups, and implementing federal information technology policies. 

NOTE:  Qualifications are based on length and level of experience. Therefore, in addition to describing duties performed, applicants must provide the exact dates of each period of employment (from month/year to month/year) and the number of hours per week if part time.  Qualification determinations cannot be made when resumes do not include the required information, so failure to provide this information may result in disqualification. Complete a "Declaration of Federal Employment" (OF-306) to determine suitability for Federal employment.

Undergo a background investigation and receive a favorable adjudication.

-Skill in applying IT principles, concepts, methods, standards and practices to provide expert technical advice and guidance to top management and IT officials concerning program systems.

-Knowledge of current technologies and trends regarding website content management and data catalogs to manage the technical and business processes and work with stakeholders.

-Knowledge of current trends, developments, and state-of-the-art in regard to IT systems and innovative technology solutions, especially as it pertains to open data and applications to enhance the effectiveness of technology systems. Expert knowledge of project manager techniques to serve as a technical coordinator on projects.

-Skill in oral and written communications to present sensitive recommendations to higher authority, to obtain innovative technology solutions, as well as garner support for open data from citizens, researchers, developers, business, and others. 

-Ability to develop and maintain relationships with a diverse range of individuals both within and outside the Government in order to provide outstanding customer service and further the goals of greater transparency, effectiveness, and innovation through open government data.

-Skill in organizing meetings of working groups and providing assistance and advice to contacts at other federal agencies to implement policies and procedures regarding open data. 

-Ability to determine objectives and strategies, coordinate with other parts of the organization and with other agencies in order to achieve active participation in by federal agencies and meet the goals and objectives of the White House Open Data Policy.
