Located about 75 miles northwest of San Diego, San Clemente Island is about 21 miles long and 56 square miles in size. The Navy has owned and trained at San Clemente Island since 1934.  The incumbent will be working 10 hours a day and 4 days on island (4/10).  Transportation to and from San Clemente Island is by Airplane.  Flights arrive and depart from Naval Air Station North Island, Coronado Ca. This position is entitled to a remote site-offshore allowance up to but not to exceed $10.00 a day in addition to pay otherwise due to the employee. (See 5 U.S.C. 5942 and 5 C.F.R. 591 Subpart C.)

Applicants should be aware of the limited medical care on the island. There are no physicians. Navy Hospital Corpsman are assigned to San Clemente Island and are able to treat minor illness and injuries. They are also capable of providing initial stabilization of most medical emergencies. In the event of emergency, individuals will be evacuated by aircraft to the nearest hospital emergency room. Foul weather conditions may delay air evacuation for several hours or even several days.  The incumbent should consider this information seriously, especially if you have potentially life threatening medical problems that may require the immediate attention to a physician.

  • Operate, maintain and adjust mechanical (valves, pumps, diffusers, screens, air lift systems, etc.) components of secondary activated sludge wastewater treatment pland (e.g., sulferdioxide chlorine removal, consisting of comminuter/screen, aeration tanks, outfall, sludge drying beds, and laboratory).
  • Read and interpret gauges/meters to facilitate proper operation of the water/wastewater treatment process..
  • Monitor gauges, meters, motors (electrical and gasoline, pumps, feeders and recording and control devices) in accordance with schedules.
  • Perform preventative maintenance such as inspection, belt adjusting, belt changing, lubrication of equipment, adding and/or changing oil in equipment and other procedures as required.

This job has a screen-out element which will be used to determine minimum eligibility for this job.  Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is:   Ability to do the work of a Utilities Systems Operator without more than normal supervision such as: 1) conducts daily operation and maintenance of activated sludge wastewater treatment plants; 2) operation and maintenance of gas and oil boiler heating systems; 3) collects and analyzes samples determining necessary adjustments to maintain effectiveness of wastewater treatment plant and water distribution systems;  and  4) read and interpret various meters and recording instruments.

REQUIREMENTS:

Selectee is required to participate in the Department of Defense direct deposit of pay program. 

A Secret security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal.   If you possess a security clearance, please indicate the level and termination date in your resume.
  • Selectee must obtain and maintain a current valid United States driver's license.
  • May be required to obtain State of California certification to perform certain laboratory procedures for testing potable water at San Clemente Island.
  • Must possess or be able to acquire a state of California wastewater certification, Grade II within 18 Months of hiring.
  • Must possess or be able to acquire a state of California T-1 treatment certification and D-1 distribution certificate within 24 months of hiring.
  • Physical Effort: May occasionally be required to handle equipment weighing up to 150 pounds buty usually uses hoists, dollies and other weight handling equipment.  Occasionally opens and closes heavy valves and lifts heavy equipment and tools.  Sometimes works in strained positions while cleaning and adjusting equipment/tanks.  Continuously climbs up and down ladders and walks on metal catwalks around the wastewater plant and water distribution systems while checking the equipment.  Works in crowded areas and spends significant time crouching, stooping and kneeling in strained and awkward positions.

      A 40 hour work week is typical for this position.

      Working Conditions:  Works inside and outside in all kinds of weather.  Is exposed to infections or diseases such as typhoid, paratyphoid, and dysentary while cleaning equipment or shoveling sludge.  Is also exposed to the danger of falling into open tanks, manholes, and scum chambers.  Subject to possible cuts, bruises, broken bones, burns, and exposure.  Incumbent is exposed to toxic and explosive chemicals such as chlorine, sulphurdioxide, methane, hydrogen, sulfide, gasoline and other chemical agents encountered in water and wastewater treatment.

      Selectee will be required to successfully complete a pre-appointment physical examination.
