JOB SUMMARY:

Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a Field Detachment (critical/special sensitive) position: (a) you must meet security criteria for access to top secret special access programs and sensitive compartment information; (b) your immediate family (spouse, parents, siblings, foster parents, cohabitant, children, steps, half's, and adopted), and other relatives must be U.S. Citizens; and (c) you will be subject to a counterintelligence polygraph.

Drug Testing: If you are given access to classified information, you will be subject to random drug testing.   • Serves as Regional Audit Manager responsible for managing accomplishment of Department of Defense contract audit work for an assigned group of Field Audit Offices (FAOs). Provides accounting and financial advisory services regarding contracts.
  • Supports accomplishment of the agency strategic plan. Emphasizes DCAA's vision and goals to employees.
  • Formulates long range strategies and coordinates preparation of annual audit requirements plan for assigned FAOs. Leads, directs and provides resources to FAO Managers ensuring effective accomplishment of audit program plan and adherence to policy and objectives.
  • Promotes teamwork, innovation and quality management. Creates an atmosphere conducive to sharing information, ideas and best practices. Fosters effective relationships with contractor representatives and government officials.
  • Implements career development and human resources programs. Evaluates performance, recommends or approves employee development and recognition, initiates or decides appropriate remedial action for performance or conduct deficiencies, addresses grievances or complaints.

You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.

Basic Requirements:

Degree: accounting or a related field (such as business administration, finance, or public administration) that included or was supplemented by 24 semester hours in accounting (may include up to 6 hours of business law).

OR

Combination of education and experience: 4 years of accounting experience or a combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses or a certificate as Certified Public Accountant or a Certified Internal Auditor.

Specialized Experience:

In addition to meeting the basic requirements, you must have one year of specialized experience at the GS-14 or equivalent level. Specialized experience includes: managing teams of auditors in the performance of comprehensive financial or performance audits, reviewing and approving audit reports for technical competency and compliance with audit standards, providing expert leadership on audit policy development and interpretation, providing expert technical guidance on planning and performing financial and performance audits, performing quality assurance reviews to ensure audit staff compliance with audit policy and procedures.


Substitution of Education for Specialized Experience: There is no substitution of education for experience at this grade level.

If you are qualified, you will then receive a rating based on the degree to which your background matches the knowledge, skills and abilities for the position listed below. If a determination is made that you have inflated your qualifications, you will be assigned a rating commensurate with your background. Your application will be placed in one of three categories:

Best Qualified: Meets the minimum qualification requirements and demonstrates experience as an expert in the field or is recognized as a senior specialist, team lead, etc.

Highly Qualified: Meets the minimum qualification requirements and demonstrates full-performance level experience.

Qualified: Meets the minimum qualifications and demonstrates minimum experience and/or training only.

Within these categories, applicants eligible for veteran's preference will receive selection priority over non-veterans.

Knowledge, Skills, and Abilities:

  • Ability to evaluate audit programs to ensure an appropriate risk-based audit approach, monitor audit progress, provide technical advice and direction to subordinates or team members, and review working papers and audit reports to ensure audits are properly documented, completed in a timely manner, and accomplished in accordance with Generally Accepted Government Auditing Standards (GAGAS) and Generally Accepted Auditing Standards (GAAS).
  • Ability to analyze, monitor and revise annual audit plans.
  • Ability to effectively communicate orally and in writing.
  • Ability to lead and manage people to accomplish organizational objectives.

Probationary Period: You will be required to serve an initial probationary period of 1 year. You will be required to serve a supervisory probationary period of 1 year.

Travel: Frequent travel is required. Government vehicles are not provided for use by DCAA mobile auditors.

Mobility Agreement: All DCAA auditors must sign a mobility agreement. This agreement may require you to be reassigned every five to seven years.

Financial Management Certification: As a condition of employment, the selectee must meet the requirements of the DoD Financial Management (FM) Certification Program. The FM Certification Program is a course and experience based program consisting of three certification levels. Level 3 certification must normally be completed within two years of the selectee’s employment start date or by June 30, 2016.
