This position is located at the Comptroller's Office, Office of the President, at the Naval War College, Newport RI.  The selectee will be responsible for performing and advising on work in the phases of budget administration.  The selectee will utilize financial systems to accomplish all phases of financial accountability, planning, management, analysis, and reporting.  The selectee shall demonstrate skills and knowledge in the areas of funds management and relevant financial systems by ensuring proper funds control, execution, and reporting processes are in place.

The duties of this position include but are not limited to the following:

 

  • Execute the budget for all organizational programs by utilizing the Corporate Automated Resource Tracking System, Corporate Automated Resource Information System, Funds Administration and Standardized Document Automation System, or Budget Builder
  • Prepare budget exhibits such as inflation exhibits, analysis of civilian personnel costs, or details by budget activity, group, or sub-activity group by applying knowledge of financial management principles
  • Prepare financial statements to report on operational and financial performance
  • Monitor financial data for trends in spending levels by utilizing Standard Accounting and Reporting System/Field Level and Query Management Function
  • Provide guidance on financial laws, regulations, policies, standards, or procedures to management, personnel, or customers
  • Establish and maintaining a cost accounting framework to capture financial execution for tracking, management, and reporting purposes

Your resume must demonstrate at least one year of specialized experience performing, supervising, or managing administrative work of a fiscal, financial management, accounting or budgetary nature at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

  • Assisting in preparing budget exhibits such as inflation exhibits, analysis of civilian personnel costs, or details by budget activity, group, or sub-activity group by applying knowledge of financial management principles; executing the budget for an assigned program area by utilizing the Corporate Automated Resource Tracking System, Corporate Automated Resource Information System, Funds Administration and Standardized Document Automation System, and Budget Builder; monitoring financial data for trends in spending levels by utilizing the Standard Accounting and Reporting System/Field Level and Query Management Function; analyzing funding resource changes to evaluate impact on proposed budget; ensuring the proper use of funds such as Operations and Maintenance, Research, Development, Test and Evaluation, Other procurement funds, International Officer Course Earnings, Official Representation Funds, Latin American Cooperation Funds, Economy Act and Project Order Funding, and Gift Funds by ensuring funds are not over or under obligated and that they are spent in a timely manner for authorized purposes; assisting others in interpreting financial policies and regulations by using knowledge of budgetary principles and standards.

REQUIREMENTS:
