JOB SUMMARY:

The National Indian Gaming Commission is an independent Federal regulatory agency whose primary mission is to regulate gaming activities on Indian lands for the purpose of shielding Indian tribes from organized crime and other corrupting influences; to ensure that Indian tribes are the primary beneficiaries of gaming revenue; and to assure that gaming is conducted fairly and honestly by both operators and players.

Incumbent serves as an administrative assistant with the National Indian Gaming Commissions (NIGC) Chief of Staff office (COS), responsible for providing administrative, clerical, and office automation support utilizing a variety of methods and processes. The primary purpose of this position is to insure that the administrative needs are met in the COS office and provide back-up support to the Executive Administrator. Incumbent performs complex duties designed to relieve the Chief of Staff office of as much administrative detail as possible.  The incumbent of the position assists in records and files management and supports the staff in each area of responsibility.  The incumbent exercises knowledge of established procedures and regulations governing records management, preparation of correspondence, travel preparation, files maintenance, databases and supporting IT systems, and official mail.

 

The salary range for this position is equivalent to the GS-11/12 salary.

If hired, the salary range will be $63,091-$98,305

The major duties of this position include but are not limited to:

 

• Manages the office administrative processes and ensures established procedures meet the current needs and are understood and consistently followed by the staff.  Reviews, updates, and, as necessary, develops complex administrative office procedures that affect the orderly and efficient flow of work.
• Establishes and maintains office files on a wide range of topics; gathers necessary materials from files as needed.  Assists in the maintenance of a variety of technical/administrative records, in accordance with the NIGC records management program.  As directed, assist in ensuring that records are properly processed for adequate storage in approved local records holding areas or shipped to an approved off-site storage and archive facilities.  Provide support in all aspects of NIGC’s records management program. 
• Uses office automation systems and various software packages to accomplish work to include tracking and maintenance of agency projects/tasks – successfully meeting deadlines.
• Uses knowledge of software utilities (access/word/excel), and function commands to be able to create database reports with given data/ query and search established databases for report generation.
• Serves as the primary administrative point of contact for the COS office providing administrative support to include but not limited to the executive administrative assistant and the division directors.  Ensures appropriate arrangements are made for locally scheduled meetings and conferences; prepares agendas; and accurately documents and publishes minutes from scheduled meetings and conferences. Prepares travel orders; makes travel and accommodation arrangements, and prepares itinerary as needed.  Receives and screen all telephone calls and visitors to the office. 
• Maintains close coordination with all NIGC divisions and various other groups in meeting assigned deadlines and reporting requirements.
• Ability to use appropriate discretion and confidentiality in the management of information.
• Performs other duties as assigned.

Specialized Experience will include 5 years of administrative experience in a professional setting.  Demonstrated specialized experience includes creating spreadsheets, use and creation of various databases, and presentations. Review and analyze internal administrative policies and manual updates, clarifies complex and confusing guidelines, and makes recommendations to higher level staff for changes to administrative policy. Respond to administrative issues and inquires, resolving a variety of conflicts regarding administrative policies and processes among organizational issues. Knowledge of established procedures and regulations governing records management, preparation of correspondence, travel preparation, files maintenance, databases and supporting IT systems, and official mail.

CONDITIONS OF EMPLOYMENT

A preliminary background check must be completed before a new employee can begin work with the National Indian Gaming Commission.  The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete.  If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check.  Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau Security Office.
