About the Agency

These positions are located in the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Seafood Inspection Program, in Gloucester, MA., Fairhaven, MA., Indianola, MS., Franklin, IN., Hampton, VA., Hollywood, FL.  
These positions will be filled under the Department of Commerce (DOC) Alternate Personnel System. The Alternate Personnel System replaced the Federal General Schedule (GS) pay plan and structure. Under this system, positions are classified by career path, pay plan, and pay band. The pay band ZT-2 is equivalent to the GS-5/8 grade level. This position is also being advertised under announcement number NMFS-SIPW-2014-0004 (Status Candidates). You must apply separately under each announcement to be considered for each announcement. This position is being advertised at a ZT-1862-2 with known promotion potential to the ZT-2.

Payment of relocation expenses not authorized. A one-year probationary period may be required. This position is not in the bargaining unit. If selected you will be required to complete an OGE 450 Financial Disclosure Form. 

CONDITIONS OF EMPLOYMENT *Must be able to spend a major portion of the workday on his/her feet, walking and standing while performing inspection duties. *Must be able to lift cases of products weighing up to 60 pounds. *Must have sensory abilities (sight, smell, taste) which are capable of identifying abnormalities (defects) in product characteristics. *Selectee will be required to complete and sign a Mobility agreement. 

This position is a mixed tour position. Because of changing workloads, employees may be scheduled to a mixed tour which includes periods of full-time, part-time, and intermittent or furlough employment. Employees who are hired to work a mixed tour as a condition of employment are exempt from the 16 to 32 hour per week part-time employment restriction.

NOTE: This vacancy may be used to fill other (Consumer Safety Inspector,ZT-1862-2) positions throughout NOAA. The positions must be alike(e.g.within the same geographic locations, same grade/band requires the same qualifications as indicated in this vacancy announcement.

The individual selected for this position will:
*Take samples of seafood and examine raw and processed products to determine quality and condition.

*Apply heightened observation skills in the inspection of seafood.

*Verify the accuracy of labels and certificates, and examine products and containers to determine if the product is sound, wholesome, unadulterated, and meets U.S. requirements.

*Review and ensure maintenance of sanitation procedures.

*Maintain records(e.g., inspections, reports, and certificates) and property utilized in the completion of inspections.

*Recognize and determine out of compliance situations and take appropriate corrective actions.

Requirements: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade/band level (ZT-1 or GS-04) in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
For the ZT-2 level: Specialized experience at this level includes: Experience in Interpreting regulatory and legal material. Preparing and submitting reports. Perform basic mathematics and elementary statistical concepts and methods in order to perform testing and sampling procedures. 


Education may be substituted for experience if you have successfully completed a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of courses in subjects such as those in agricultural, biological, or physical sciences, food technology, epidemiology, home economics, pharmacy, engineering, or nutrition.
