-Provides direct assistance to persons who have suffered direct or threatened physical, emotional, psychological, or pecuniary (financial) harm as a result of violent crime, severe trauma, acts of terrorism, and/or fraud.

-May also provide services to victims with special needs such as children, elderly or disabled victims, sexual assault victims, and to populations of linguistic and cultural diversity.

BASIC REQUIREMENT: The Victim Specialist position requires a bachelor's degree (or higher) in behavioral or social science, or a discipline related to the victim assistance field, including but not limited to:  Criminal Justice, Social Work, Counseling, Human Services, or Psychology.




Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to the major in the field.




Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.


In addition to meeting the BASIC REQUIREMENTS of the position above, applicants must also meet the education OR specialized experience (SE) as listed below:


SPECIALIZED EXPERIENCE for the GS-11: Applicant must have at least one (1) year of SE at the GS-09 level. SE is defined as:


- Worked within a law enforcement or victim service agency to assess, triage and provide crisis intervention and assistance to victims at the time they suffered direct or threatened physical, emotional, psychological, or pecuniary (financial) harm as a result of a violent crime.

-Performed direct client services and/or program development functions


SPECIALIZED EXPERIENCE for the GS-12: Applicant must have one year of SE equivalent to the GS-11 grade level. SE is defined as:


- Worked within a law enforcement agency to assess, triage and provide crisis intervention and assistance to victims at the time they suffered direct or threatened physical, emotional, psychological, or pecuniary (financial) harm as a result of a violent crime.

-Performed a variety of direct client services, program development functions. - Provided consultation and technical assistance to local agencies.

- Developed training materials.

- Coordinated activities relating to the administration of programs for violent crime victims.


In addition, at the beginning of your resume, please indicate if you have experience making death notifications. Also in your resume, please provide the name of the agency and the number of years experience that you have detailing how you directly and in-person assessed the needs of and provided crisis intervention services and/or appropriate resources/referrals to victims.


IF SUBSTITUTING EDUCATION FOR SPECIALIZED EXPERIENCE AT THE GS-11 level: Applicant must have three full years of progressively higher level graduate education leading to a Ph.D. OR possess a Ph.D. OR equivalent doctoral degree in behavioral or social science or a discipline related to the victim assistance field.


GS-12: Education may not be substituted for SE at this level.


All degrees must be from an accredited college or university.

Positive Education Requirement:  This position has a specific education requirement; all applicants must verify completion of this basic education requirement by submitting a copy of college transcripts by the closing date of this announcement.

Education completed in foreign colleges or universities may be used to meet the requirements provided applicants can show that the foreign education is comparable to that received in an accredited educational institution in the United States.

To ensure that FBI Victim Specialists maintain their effectiveness and safety even after repeated exposure to traumatic events, all FBI Victim Specialists are required to participate in an operational and psychological screening, assessment, and evaluation on an annual basis, and must pass this screening in order to remain in the FBI Victim Specialist position. Applicants must meet the qualification requirements by the closing date of this announcement.

Candidates are ineligible to apply if currently on a Performance Improvement Plan (PIP); or have failed a PIP and are currently awaiting the final action by your Human Resources Office.

A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Unacceptable".

If you are hired, you will be required to serve a one-year probationary period unless you are a current FBI employee or a DOJ employee who has successfully completed a probationary period as an Intelligence Analyst. Probationary employees are generally precluded from being considered for other FBI job opportunities until their 12-month probationary period has concluded. 

Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to a lower grade for a minimum of 12 months. This policy does not apply to probationary employees. Probationary employees are generally precluded from being considered for all job opportunities until their 12-month probationary period has concluded.

Relocation expenses will be borne by the selectee, except FBI employees returning from Legat assignment.

Generally, following a COST TRANSFER you will be eligible for transfer after completing three years in the assignment. Additionally, NO COST TRANSFER require a one-year assignment commitment to be eligible for further FBI transfers.
