NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

 

 

This position is located in the Comptroller's office at an Air National Guard (ANG) flying wing.

The purpose of the position is to function as the focal point for the Wing's Financial Improvement Plan (FIP) and prepare the Financial Improvement and Audit Readiness (FIAR) Plan as well as, advise the Comptroller and Wing Commander in all matters relating to FIP/FIAR.  The incumbent will provide direction and leadership, under the Comptroller's authority, towards the planning, implementing and achievement of the Wing's Financial Improvement and Audit Readiness plan.  This work requires knowledge and skill in the application of related laws, regulations, precedents, methods and techniques of budgeting.

In order to meet the minimum qualifications for this  FINANCIAL MANAGEMENT SPECIALIST position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Experience, education, or training in administrative, professional, technical, investigative, financial or other responsible work requiring analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.  Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:

Must have at least 36 months experience, education, or training which includes a comprehensive knowledge of planning, programming, budgeting, and executing regulations, guidelines, and processes.  Experience in applying analytical reasoning in the identification, analysis, and evaluation of budgetary problems and developing alternative solutions.

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Detailed knowledge of the mission, objectives, terminology, and management practices of the activity, agency, and NGB.

 

2.  Knowledge of analytical and evaluative techniques to conduct a variety of management studies in the FIAR program and its objectives.

 

3.  Knowledge of administrative regulations and operating procedures to perform management studies, identifies potential problem areas, and recommends changes in existing management systems or operations.

4.  Detailed knowledge of management principles and organizational theory, techniques, procedures, and regulations.

5.  Skill in preparing and presenting findings and recommendations.

6.  Skill in application of fact-finding and investigative techniques; oral and written communications; and development of presentations and reports.

7.  Detailed knowledge of cost-benefit, life-cycle, and trend analysis, fundamentals, and procedures.

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

HOW YOU WILL BE EVALUATED:

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
