About the Agency

If you are interested in a contracting career, this job is for you! You will learn to act as a business consultant to program managers, advising them on critical decisions in planning for and acquiring the goods and services needed so the United States Government can accomplish its mission.

The Vets to Feds (V2F) Career Development Program in Contracting is a program designed to recruit and support the development of our nation's veterans for careers with the Federal Government.

Additional information on who may apply:
- Individuals who have completed all course requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution  or technical education program within the preceding two years may apply.  The two years begins on the date all course requirements are met, rather than the graduation date.
*NOTE: Any individual who completed his or her educational requirements between December 27, 2010, and the effective date of the final Pathways regulation (July 10, 2012) will have 2 years from the effective date of the regulation to apply to this Recent Graduates Program.

- Preference eligible veterans unable to apply within two years of receiving their degree due to military service obligation may apply up to six years after degree or certification.

This is a Recent Graduates position in the Pathways Program. This program provides an entry-level developmental experience with the potential to lead to a career in the Federal Government after successfully completing one year under the Program, unless the training requirements of the position warrant a longer and more structured training program. Employment under the Recent Graduates Program may not exceed two years. Candidates who complete the requirements for the program may transition non-competitively into the fulltime positions — in one of the Federal Government's most mission critical occupations.

At the entry level of this position, you will:

- Review standard documents for proper specification and terminology or required information;
- Participate in solicitation activities;
- Perform pre-award and contract award actions;
- Administer and close out simple contracts.

When entering a Federal job at a grade level lower than the highest promotion potential level, you may be promoted to more complex duties and work more independently, as your career progresses.

You will spend more than 50% of your work time on contracts.

You need a degree or combination of education and experience as described below to qualify for this position.

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-07 level, you need to have at least one year of full time experience defined as: Assisting in preparing procurement requests and requirements. - OR 1 full year of graduate level education; or superior academic achievement degree in the academic discipline as described below.

To qualify for the GS-09 level, you need to have at least one year of full time experience defined as: Participating in the administration and/or closing out of contracts. Preparing procurement documentation - OR master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas: 1) Knowledge of pre-award and post-award functions involving specialized procurements; 2) Knowledge of solicitation, review, price/cost analysis, negotiation, and administration of contracts; 3) Skill in written communication; 4) Knowledge of federal laws, regulations, and rules sufficient to procure supplies, services, studies, laboratory analyses, and/or construction through simplified acquisition, sealed bidding, and/or negotiation methods; 5) Skill in oral communication.


In addition to the eligibility requirements for Recent Graduates, this position has specific educational requirements in order to qualify as stated below.

You must have a bachelor’s degree in any field or at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

In addition to the program requirements listed above candidates must meet the minimum education requirements to qualify for the 1102 series either at the GS-05, 07 or 09 level (The required education MUST be in a TWO or FOUR YEAR DEGREE with specialization in or directly related to accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management):

GS-07: Completion of 1 full academic year of graduate level education; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree.

GS-09: Completion of 2 academic years of graduate level education, or a master's degree or equivalent graduate degree.

Program Criteria: Candidates selected for the V2F Career Development Program in Contracting will be hired under the Pathways Recent Graduate Program.

The Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs.

Recent Graduates may be converted to a permanent position (or, in some limited circumstances a term appointment lasting 1-4 years).

Applicants may be eligible if:
- Recent graduates who have completed, within the previous two years, a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution.
- Veterans unable to apply within two years of receiving their degree, due to military service obligation, have as much as six years after degree completion to apply.
- Applicants can apply up to 9 months prior to meeting degree requirements, however they cannot begin working until all eligibility requirements are met. It’s up to the agency to decide whether to accept applications from individuals prior to degree completion.

Program Duration:
The timeframe allotted to complete the program will vary by candidate and agency. The total program length will be coordinated and agreed to by the candidate and his/her supervisor, with input from the mentor and the agency contact

- Recent Graduates may be converted to a permanent position (or, in some limited circumstances a term appointment lasting 1-4 years).
- To be eligible for conversion, Recent Graduates must have: Successfully completed at least 1-year of continuous service in addition to all requirements of the Program; Demonstrated successful job performance; Met the qualifications for the position to which the Recent Graduate will be converted.
