NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.

The purpose of this position is to serve as a Staff Accountant with responsibility for planning, coordinating, and performing comprehensive quality assurance reviews, special studies, and selective internal examinations of base level accounting and financial management programs.  Work involves preparing, analyzing, interpreting, presenting, and advising on accounting and financial data.  The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions.  The work requires a professional knowledge of accounting theories, principles, and practices.   Duties performed are in support of state and Federal ANG operations, training, and readiness missions.

In order to meet the minimum qualifications for this  STAFF ACCOUNTANT position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

A.   Degree:  accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting.  The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard.  Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B.   Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.  The applicant's background must also include one of the following:

 

1.   Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

                   2.    Acertificate as Certified Public Accountant or a Certified Internal Auditor,obtained through written examination;

 

or

 

3.    Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study describedin paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

 

SPECIALIZED EXPERIENCE:

Must have the following: 1 year equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.  Experience in reviewing program documents as well as previous audit reports to determine compliance with governing regulations; identifies unusual and questionable practices; develops and reports an opinion on the economy and efficiency of the operations and recommends corrective action.

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Professional and comprehensive knowledge of the theories, practices, methods, and concepts ofaccounting techniques.  Skill in applying this knowledge to conduct on-site reviews designed to identify policy, procedural, and situational weaknesses and strengths of each functional area; and to modify and adapt conventional accounting and analytical techniques to solve a variety of accounting problems within FM.  Skill in planning, coordinating and conducting an annual quality assurance program is also required.  

2.  Knowledge of applicable laws, policies, and regulations and internal control programs to ensure that review coverage is appropriate in meeting established objectives.

3.  Knowledge of ANG and state financial management objectives, missions, policies and systems, and their relationship with national and local organizational elements, to advise the FM on a wide range of financial management issues is required.

4.  Knowledge to independently plan and conduct functional area reviews and the ability to gather, organize, consolidate, analyze accounting data, and separate essentialf rom non-essential information.  Ability to develop findings and/or reports that clearly identify operational problems and trends; and develop alternatives or solutions to resolve conflicting goals and objectives.  Ability to monitor the resolution of problem areas and correction of deficiencies identified.  As technology and methodology changes, ability to develop and/or modify review methods and techniques.  Reviews and analyzes a wide variety of audits/reviews conducted by other organizations, advising management of actions required or recommended.

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
