--Collaborates with managers and content contributors to understand the goals and strategies behind unit web sites, to provide strategic analysis and recommendations pertaining to the disciplines of web construction, website platform migration, web analytics and search engine optimization, resulting in measurable improvements in website architecture, content delivery and web services performance, indexing strategies on major search engines, web security measures and user satisfaction.

--Serves as the technical lead in all project areas of web technology, assisting, guiding and training junior staff with development and deployment project issues.

--Serves as a technical subject matter expert on website architecture and advises staff on web-related issues.

--Prepares technical specifications, statements of work, task orders, requirements initiatives and other acquisition.

Experience: You qualify for this position if you possess one year of specialized experience equivalent to at least the GS-12 level in the Federal Service or comparable pay band system.  For this position Specialized experience is defined as managing computer projects that required a wide range of knowledge of computer requirements and techniques (i.e., analyzing a number of alternative approaches to advise management concerning major aspects of web design & web-based systems); and serving as a technical lead for a complex web-based designs or system platforms.

Note:  Your qualifying experience must also demonstrate each of the following as it relates to the position:  

(1) Attention to detail
(2) Customer service
(3) Oral communication
(4) Problem solving

Part-time and/or unpaid experience related to this position will be considered to determine the total number of years and months of experience. Be sure to note the number of paid or unpaid hours worked each week.


Qualification requirements must be met within 30 days of the job announcement closing date.

HOW YOU WILL BE EVALUATED:

Your application will be evaluated first for the basic qualifications described above. The applications that meet the basic qualifications will be evaluated further against the following criteria:

1.  Skill in translating non-technical user needs into technical requirements.

2.  Skill in operations and management of network and web technologies.

3.  Skill communicating in writing, related to IT and non IT duties.

4.  Skill in coordinating technical project contributions with other outside groups or interests. (One project, many technical contributors).
