Glacier Bay National Park and Preserve has unsurpassed beauty and amazing glaciers and wildlife!  Park headquarters is located at Bartlett Cove, at the southern edge of Glacier Bay.  Gustavus, a community of about 350 in winter and 600 in summer, is connected to the park headquarters by a paved road.  Bartlett Cove and Gustavus are accessible only by boat and air. Gustavus has a school (K-12) with about 50 students, post office, churches, grocery stores, espresso shops, and a clinic. Satellite TV service is available and VCR/DVD rental outlets are available.  Some radio stations are received. Daily air taxi service is available to Juneau and other communities. The Alaska Marine Highway Ferry system recently established weekly winter service and twice-weekly summer service to Gustavus for passengers and vehicles. The nearest large city is Juneau, which has most amenities of any large city.  Most supplies and equipment are flown in or transported by ferry or landing craft from Juneau. Recreational activities are centered around outdoor activities including boating, kayaking, fishing, hunting, snowshoeing, and cross country skiing. Glacier Bay is a temperate rainforest so the weather can be very rainy but temperatures are mild compared to the rest of Alaska.  Average rainfall is 50-70 inches and average temperatures range from 15-35 in winter and 55-65 in summer

 

This is a term position NTE 13 months and may be extended for up to total of 4 years without further competition.

This is a term position located in the maintenance division at Glacier Bay National Park and Preserve, in Gustavus, Alaska. The incumbent functions under the general supervision of the park Facility Management Systems Specialist and provides technical and administrative support and guidance to the Facility Management Systems Specialist, Chief of Maintenance, maintenance supervisors, and other divisions. The incumbent is responsible for the day-to-day operations of the Facility Management Software System (FMSS) and alternate Park Account Manager (PAM). The incumbent is responsible for implementation, use and training in this program. Duties include providing data collection, data input, database management, completing annual and comprehensive condition assessments, producing cost estimates of deficiencies utilizing the Cost Estimating Software System (CESS) and administering the Park Asset Management Plan (PAMP). Duties also include tracking and updating the park’s deferred maintenance backlog and maintaining spreadsheets for tracking progress. The incumbent provides support with other programs including the Project Management Information System (PMIS), the Environmental Management System (EMS), Facility Management Programs, and the Safety Management and Compliance Program. The incumbent will also monitor the concessions operated facilities by completing condition assessments on all facilities, inputting deficiencies into the Facility Management Software System, and tracking actuals. The incumbent will also provide general oversight of duties for seasonal data entry clerks and provides administrative support pertaining to the collection of asset inventory data and specification information.

To qualify, you must meet the requirements listed below.  

For the GS 5 level:

Specialized Experience and/or Education: You must have certain higher level education or specialized experience to qualify for the GS-05 grade level of this position. This qualifying education and/or experience can be met through any of the following:

Specialized Experience:One year of experience equivalent to the GS-04 level. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of qualifying experience include working within a facility management software system database; collecting and inputting data; providing clerical assistance with facility condition assessment; recording and maintaining information on certifications and inspections; maintaining schedules for maintenance and/or repair of physical facilities; and tracking and recording work orders.

OR

Education: 4 years above high school: This education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school. 

OR

Equivalent Combination of Education and Experience.  For example, 6 months of specialized experience (50% of the experience requirement) combined with two years of education as outlined above (50% of the education requirement). 

For the GS 6 level:

Specialized Experience: One year of experience equivalent to the GS-05 level. Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Examples of qualifying experience include working within a facility management software system database; collecting and inputting data; providing clerical assistance with facility condition assessment; recording and maintaining information on certifications and inspections; maintaining schedules for maintenance and/or repair of physical facilities; and tracking and recording work orders.

Selective Placement Factor:

Experience operating facility management data processing systems such as IBM Maximo 6.2 asset management software, R.S. Means cost estimating software, project management software, and/or equivalent software programs to input, collect, compile, retrieve and produce data for management officials to ensure execution of facility management operating programs.


Foreign Education: Education completed outside the United States must have been evaluated by a private U.S. organization that specializes in interpretation of foreign educational credentials, commonly called a credential evaluation service or education that is recognized by the Secretary of Education from an accredited body http://ope.ed.gov/accreditation/

HOW YOU WILL BE EVALUATED:

Your rating will be based on your responses to the Assessment Questionnaire and the information stated in your resume. The assessment questions relate to the following competencies that are required to perform the work of this position.  

KSA-1:  Ability to maintain, use and manage data using specialized facility management software

 

KSA-2:  Ability to perform condition assessments, including estimating of maintenance and construction costs

 

KSA-3: Knowledge of the theories, principles, practices and techniques of construction and maintenance pertaining to trails, roads, buildings, and utilities

 

KSA-4: Ability to communicate orally

 

KSA-5:  Ability to communicate in writing

 

KSA-6:  Ability to operate advanced software programs and functions

The salary shown includes base pay, locality pay and a cost of living allowance of 7.18% for this duty station. Pay is subject to annual review and adjustment.

Alaska currently does not have a state income tax or statewide sales tax.

Direct Deposit: All new employees of the National Park Service must identify a financial institution for direct deposit of pay prior to appointment. This includes your salary and other federal payments.

The full performance level of this position is GS-06. If selection is made below the full performance level, incumbent may be subsequently promoted to the full performance level without further competition after all legal and regulatory requirements are met; i.e., satisfactory performance and time-in-grade; however, promotion is neither automatic nor guaranteed. 

 

Relocation expenses are not authorized. Travel, transportation and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty is this position will be the responsibility of the selected employee.
