Position Location: JFHQ-SJA, Clay National Guard Center (CNGC), Marietta, Georgia. 

Permanent Change of Station (PCS): PCS is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Permanent dual-status, position which requires Georgia Army National Guard membership.

Job Summary: This position is located in the Office of the Staff Judge Advocate (SJA), of the Joint Force Headquarters (State).  This office provides legal assistance/advice to The Adjutant General and to Army and Air National Guard personnel.  The primary purpose of this position is to serve as an assistant, under the supervision of the Staff Judge Advocate, in the administration and coordination of legal activities for the state.  Provides technical and procedural guidance and support to unit commanders and legal personnel as required in the accomplishment of a variety of administrative and clerical duties necessary for effective and efficient operation of the program.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Legal Assistant functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  •  Performs extensive research in regulations, policies, procedures, case law, opinions, Internet sites, etc., to provide assistance to staff attorneys in the development of case files. 
  • Reviews body of laws or regulations to determine appropriate, current, and pertinent legal precedence in assisting case development and documentation assignments in Federal, State, and administrative law claims. 
  • Traces missing documents; acquires needed information; and reviews records or contacts businesses, insurance companies, courts, and other organizations to obtain factual information about a case. 
  • Provides assistance and information to clients on legal rights, benefits, privileges, or obligations; explains pertinent legal provisions, regulations, and related administrative practices; and their application to specific cases or questions. 
  • Prepares, or assists clients in the preparation of various legal documents that may include wills, powers of attorney, claims, voting requirements, loan contracts, motor vehicle registrations, titles, transfers, lien releases, and notary services, etc. 
  • Provides assistance to serviced units concerning the administrative preparation, coordination, and implementation of documents regarding military justice. Administrative assistance may include the following actions, but are not limited to: courts-martial, non-judicial punishment, drafting charges and specifications in accordance with the Uniformed Code of Military Justice or State Code of Justice, preparation of charge sheets, witness subpoenas, court-martial convening orders, convening authority’s actions, post-trial warrants of confinement, etc.
  • Reviews completed documents for procedural adherence to guidelines, initiates corrective actions as necessary, and coordinates review of actions by staff attorneys as required.
  • Performs a variety of administrative/clerical support functions to insure the effective operation of the office and legal assistance program.  These may include, but are not limited to: receives visitors and telephone calls and exercises judgment in screening those that may be personally serviced or those that require referral; maintains a variety of files, records, forms, and retires same; prepares special and recurring reports; receives and distributes incoming mail and composes replies to routine military and nonmilitary correspondence; reviews incoming documents for completeness and correctness and returns to originator those that require corrections; maintains time and attendance records; maintains suspense records of items requiring action or replies and notifies staff members when action is required; makes travel arrangements for staff members and forwards travel vouchers for reimbursement; requisitions office supplies and office equipment repairs; and keeps appointment calendar for SJA and staff members.
  • Performs other duties as assigned.

General Experience: Applicant must have experience, education, or training that involved working with office automation systems, software practices and procedures.  Experience in working with various legal assistant support functions.

Specialized Experience: Applicant must have at least 18 months specialized experience attending and keeping record of all legal proceedings.  Experience maintaining a court calendar.  Experience establishing, maintaining, and closing case files or systems of legal records.  Experience annotating indices and status records, compiling workload and status reports. 

Knowledge, Skills and Abilities (KSAs): Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Knowledge of military regulations and policies to include: Uniformed Code of Military Justice (UCMJ), Army, Air Force, DoD, and National Guard; as well as State Military Codes and civilian law in order to: communicate with clients, business representatives, and government agencies to explain and clarify legal terminology and requirements.
  • Knowledge of legal reference materials in order to: perform extensive searches of records, references, or historical materials and make comparisons with complex, broadly written criteria; provide assistance by comparing options or identifying conflicts; and assist higher graded employees in planning strategies. 
  • Skill in written communication to provide attorney with summary of the information compiled.
  • Knowledge of legal documents to determine nature of action requested, if properly completed, what information is needed or missing, and proper routing of documents.
  • Knowledge of computers and office automation sufficient to perform, word processing to fill out template forms, form letters, or compose original correspondence; utilize database programs to enter information or extract data for reports; or to access the Internet when assisting others in research.


Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must posses or be able to obtain a clearance within one year of appointment. 

National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Legal Assistant position, the selectee must be assigned to any unit in the Georgia Army National Guard as an Enlisted member in MOS: 27D.  Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
