This position is located in the National Weather Service (NWS), Office of the Assistant Administrator located in Silver Spring, MD. The individual selected for this position will:
- Develops management objectives and strategies for third party arbitration working with the agency's General Counsel.
- Represents the AA in negotiations on all conditions of employment affecting the entire NWS.
- Provides advice and guidance to senior management throughout the organization.
- Leads in the formulation and presentation of various collective bargaining unit issues and demands.
- Prepares proposals, receives disputes and acts an interpreter of laws, regulations, Executive Orders and decisions of appropriate labor relations authorities.
- Assesses the impact of new products and services, new science and technology on NWS operations.

There is no positive education requirement for this position.
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
To qualify at the GS-14 level: One full year (52 weeks) of specialized experience, equivalent to the (GS-13) is defined as experience: performing and managing work in labor relations activities; conducting negotiation techniques to resolve problems; and providing comprehensive management advice to senior management.
There is no education substitution for specialized experience at the GS-14 level.
