This position is located in the Army National Guard (ARNG), Joint Force Headquarters (JFHQ), Deputy Chief of Staff (DCS), G-4 office of the Director.

The purpose of this position is to perform analytical, technical, and administrative duties of budget formulation and justification, presentation, and execution.  The incumbent in this position is responsible for the following Management Decision Packages (MDEP) or portions thereof:   AMCE, AMTE, AMTV, NGP2, QLOG-C, and a portion of QLOG-F and the logistics portion of PRID, PRAT, and TRST.

In order to meet the minimum qualifications for this  BUDGET ANALYST position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Experience in administrative, professional, technical, or other responsible work that utilizes knowledge of management principles and practices.  Experience analyzing problems, drawing logical conclusions, and communicating effectively with others.   Experience using computer and automation systems.

 

SPECIALIZED EXPERIENCE:

Must have at least 36 months experience, education, or training involving complex knowledge and understanding of governing budgetary policies, precedent setting decisions, procedures and regulations.  Experience in identifying, analyzing and resolving budgetary problems.  Experience interpreting comptroller decisions and providing regulatory information.  Experience in briefing senior level management on budget related issues.     

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Comprehensive knowledge and skill of reviewing, editing and consolidating annual and multi-year budget estimates for assigned organizations and programs for the state.

2.  Skill and knowledge in planning, programming, budgeting, and executing regulations (DOD, DA, NGB, State, local, other Federal), guidelines and processes.  

3.  Comprehensive and detailed knowledge and understanding of governing budgetary policies, precedent sitting decisions, procedures and regulations issued by Department of the Army, the National Guard Bureau (NGB) and state goals,objectives, and priorities to insure mission accomplishment regarding required budget actions.

4.  Comprehensive knowledge in analysis and evaluation of continual changes in program plans and funding and their effect on program milestones.

5.  Comprehensive knowledge and skill in identification, analysis and resolution of a range of budgetary problems and uncertainty due to short and rapidly changing program and budgetary deadlines and objectives such as:  the development of alternative methods of funding; formulation of budget changes due to legislative, DA, NGB, fiscal policy changes and for programs in which objectives, work processes, staffing needs (man days) and funding requirements have changed to the extent that re-budgeting is required; and development and administration of budget execution (annual work) plans for OPTEMPO and logistics operations which necessitate reprogramming throughout the year.  

6.  Comprehensive and detailed knowledge and skill in budgeting and program methods and procedures to execute multiple budgets for the state.

7.  Knowledge and skill to apply analytical skills in the identification, analysis, and evaluation of budgetary problems for the development of alternative solutions, involving resolution of conflicting goals and objectives (e.g., increased workload coupled with decreased funding), in order to administer programs efficiently and effectively and to develop recommendations for improvement.

8.  Thorough knowledge of the format and composition of financial documentation to support all budget processes.  

 

 

ONBOARD CIVILIAN TECHNICIAN ONLY (NON-DUAL STATUS)



YOU MUST ALREADY BE A PERMANENT CIVILIAN TECHNICIAN (NON-DUAL STATUS) FROM THE NEW YORK ARMY NATIONAL GUARD TO BE ELIGIBLE TO APPLY FOR THIS POSITION.

HOW YOU WILL BE EVALUATED:

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
