JOB SUMMARY:

MINNESOTA AIR NATIONAL GUARD

This position is located in an Air National Guard Wing, Mission Support Group, Security Forces (SF) Squadron.  This primary purpose of this position is to be responsible for all base electronic security systems by performing electronic security systems duties and managing all functions necessary to sustain electronic security protection in all areas of the installation.

NATIONAL GUARD MEMBERSHIP REQUIRED

This is an Excepted Service position that requires active membership in a compatible AFSC in the Minnesota Air National Guard and wear of the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently enlisted in the Minnesota Air National Guard must be eligible for immediate enlistment or appointment. Responsible for the management and administration of the Intrusion Detection System (IDS) program.   Advises the MAJCOM SF IDS program manager of any base or site activities that will impact the Integrated Base Defense Security Systems (IBDSS) program. This includes, but is not limited to, mission changes resulting in increase or decrease of resources, reconfiguration of resource areas, and construction of facilities on or in the vicinity of current and planned sensor locations.   Reports and documents all IDS maintenance requirements to the servicing maintenance organization.   Responsible for the management and administration of the physical access control systems (i.e.Defense Biometrics Identification System - DBIDS).   Manages entry control point (ECP) related applications associated with DBIDS and the Security Forces Information Management System (SFMIS).   Manages the functional and operational sustainment of all data processing programs such as DBIDS, SFMIS, and other systems installed and/or programmed for the ECP.   Researches, interprets, and analyzes guidelines to ensure all work complies with legal and regulatory requirements.   Performs administrative office support functions and develops, coordinates, and publishes all SF installation level publications to include the Installation Security Plan, the Installation Security Instruction, and SF annexes to all installation plans.   Performs installation security duties.   Manages Security Forces Management Information System (SFMIS).  Performs and enforces the full range of SF duties within the military installation. Apprehend and detain violators of laws, rules, and regulations and turn them over to the Federal or civil police or other law enforcement officers for arrest and posting of collateral.  Performs other duties as assigned.

GENERAL EXPERIENCE:   Experience, education or training that has provided analytical, decision making, or administrative skills which demonstrates the candidates ability to accomplish the work of an organization.   This experience must demonstrate the ability to work cooperatively and successfully with others.


SPECIALIZED EXPERIENCE:  GS-09 requires 24 months experience, education,or training in  planning, directing,coordinating, and controlling base and law enforcement activities.   Experience providing training in areas related to this position.   Experience analyzing reports of investigations and maintaining security records.

COMPATIBILE MILITARY ASSIGNMENT:   AFSC: 3P0XX

MILITARY COMPATIBILITY:   Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.

EVALUATION FACTORS:  Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To insure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.

Area 1: Career/Career-Conditional technicians and Indefinite technicians assigned to the 133rd Airlift Wing.

Area 2: Career/Career-Conditional technicians and Indefinite technicians Statewide (148th Fighter Wing and MN Army National Guard) who were initially hired based on a posted job vacancy.

Area 3: Minnesota National Guard technicians who have not previously competed and traditional Minnesota National Guard members.

Area 4: National Guard technicians from other states and civilian persons eligible for membership in the Minnesota Air National Guard.
