About the Position:
This position will use ESRI’s ArcGIS suite of software to design, develop, and implement Geographic Information System (GIS) applications.  The position requires knowledge and skill in using application development environments such as JAVA, .NET, Flex, JavaScript and/or Silverlight. Incumbent will be responsible for writing in programming languages and/scripting languages such as VB,SQL, C++, C#, ASP, XML, HTML, and Python to provide geospatial, engineering, and water resources leadership to the GIS and Data Management. In addition, the position requires Geodatabase skills for data management and storage approaches including enterprise databases such as Oracle and SQL Server. Direct broad projects and studies requiring team efforts to resolve difficult problems relating to GIS platforms, information architecture, engineering calculations and approaches, geospatial sciences, water resources, quality assurance and quality control, networking and visual information components. Develop engineering techniques and approaches for contract personnel and assists in technical QA/QC and monitoring of unlimited number of onsite contractor personnel engaged in the Agency GIS program. Incumbent develops and submits all technical documentation, funds requests and justifications as required, scope of work needed to support the proposed project.

Duties

  • Designs and oversees production of tools to perform a variety of engineering applications
    Provides geospatial, engineering, and water resources leadership to the Geographic Information System (GIS) and Data Management for the organization.
  • Directs broad projects and studies requiring team efforts to resolve difficult problems relating to PC-based GIS platforms, information architecture, engineering calculations and approaches, geospatial sciences, water resources, quality assurance and quality control, networking and visual information components.
  • Develops engineering techniques and approaches for contract personnel.
  • Develops and submits all technical documentation, funds requests and justifications as required, scope of work needed to support the proposed project.
