The General Counsel is the Chief legal officer of the Commission and heads the Office of the General Counsel (OGC).  The Office provides a variety of legal services to the Commission and staff, and is divided into five groups:  Appellate, General Litigation, Adjudication, Legal Policy, and Business/Technical Support.

This position is in the Office of General Counsel in Washington, D.C.

 

Salary Range for SK-12:  $82,037 - $138,211

Salary Range for SK-13:  $97,556 - $164,347

 

This will be a time limited position not-to-exceed 4 years with the option to be made permanent in the Excepted Service.

Typical Duties Include:

 

  • The incumbent serves as a Staff Attorney within the General Litigation Group of the Office of the General Counsel. 
  • The incumbent is responsible for using an electronic document management and review system to collect and analyze electronically stored information in connection with litigation against the Commission, investigations and time-sensitive outside inquires. 
  • Developing protocols to efficiently collect data from IT systems and overseeing review and analysis of the data while maintaining the chain of custody, ensuring data integrity, and providing quality deliverables. 
  • Responsible for ensuring the Commission is in compliance with its litigation hold responsibilities.
  • Interacts closely in a high pressure environment with Attorneys, IT Staff, vendors and other personnel during all phases of the e-discovery process. 
  • Performs all aspects of the e-discovery process which requires competency in the standard IT practices, tools and techniques pertaining to e-discovery.  Additionally, the incumbent analyzes legal issues related to these responsibilities.

BASIC REQUIREMENT: All applicants must possess the following

  • J.D. or LL.B. degree
    AND
  • Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty.)

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.  


SK-12
Applicant must have one year post J.D. work experience as a practicing attorney, which includes applying knowledge of legal theory and principles, and experience with e-discovery 
 

SK-13:  Applicant must have at least two year post J.D. as a practicing attorney one of which includes applying relevant regulations, principles, decisions, statutes, and case law to specific issues or problems, and experience with e-discovery.
