This position is located in an Air National Guard intelligence unit.  The purpose of the position is to provide information technology system support to the assigned unit.  The incumbent provides systems administration support on workstations and servers using multiple operating systems.  The incumbent is responsible for installing and testing the system security configuration and monitoring, operating, troubleshooting and maintaining workstation and server hardware and software.  The incumbent is the primary customer support specialist for the classified systems used throughout the unit.

(1) Serves as a technical expert and focal point for the installation and configuration of hardware and software on personal computers and for personal data assistants associated with assigned systems.  Develops, modifies, and tests overall system backup and recovery strategies for assigned systems. 

 (2) Serves as a systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting in order to meet customer needs.  Work pertains to the administration of all systems, including a myriad of associated hardware platforms, software applications and numerous interfaces included in the Local Area Network (LAN).

 (3) Serves as a technical expert on multiple operating systems and computer platforms.  Determines equipment and communications requirements and interfaces with other systems.  Evaluates machine usage and develops plans for the necessary acquisition to support future automation (hardware and software) requirements.

 (4) Analyzes, evaluates, and recommends hardware/software changes to various computer systems.  Considers factors such as compatibility with standard systems, conversion or implementation costs, and impact on existing equipment.  Installs, configures and tests products and equipment being reviewed.

 (5) Develops guidelines, standard operating procedures (SOPs), bulletins and flyers regarding the operation/use of assigned C4 systems, services, and activities.  Analyzes policies, regulations, and system provisions governing standard operating systems and provides assistance and advisory services to users.

 (6) Implements systems software changes, operating system releases and maintains the operational status of systems.  Coordinates with system developers resolving hardware and/or software malfunctions.

 (7) Performs security management in accordance with National Guard Bureau (NGB) and Air National Guard (ANG) regulations and policies.  Reviews and implements local policies regarding system access, network rights, and physical access to systems and equipment.

Military Membership in the Ohio National Guard is required

General ExperienceExperience, education, or training which provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.  Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaption of computer programs and systems.

Specialized Experience: (GS - 11) - 36 months experience in which the applicant demonstrates:

1.  Experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.

2.  Experience planning the sequence of actions necessary to accomplish the assignment; experience developing project controls.

3.  Experience adapting guidelines or precedents to meet the needs of the assignment.

4.  Experience preparing documentation on cost/benefit studies; experience summarizing the material and organizing it in a logical fashion.

 

Also requires experience in:

1.    Installation, configuration, maintenance and use of ThinkLogical VX-160 video matrix hardware and software, Amino,Astriaand Piranha MPEG-2 and MPEG-4 video encoders and decoders.

2.    Install, configure and maintain Amino, Astria and Piranha MPEG-2 and MPEG-4 video encoders and decoders.

3.    Extensive knowledge in multicast protocol technology, configuration and distribution

4.    Initiate and documenting long haul telecommunications circuit requests.

5.    Install, configure and program and maintain Cisco and Nortel switches and routers, as well as configuration of Ericson ASX-      200 ATM switches.

6.    Install, configure and program and maintain Ericson ASX-200 ATM switches.

7.    Microsoft Administrative Tools (Active Directory, Remote Desktop Connection).

8.    VMware vCenter and HP Centralized Management Console.

9.    Install, configure and program, maintain and key Line and Bulk data encryption devices.

10.   Working with DISA and the WOC to coordinate and resolve authorized service interruptions (ASI’s)

11.   Review and analysis of data, including technical reports, surveys, and studies.

12.   Administrative, investigative, or technical work which requires the ability to deal effectively with others; to collect, evaluate and organize pertinent facts’ and to prepare clear and concise written reports.

13.   Applicant must already have a completed a single scope background investigation


Education

SUBSTITUTION OF EDUCATION: NOTE: College Transcripts are required if you wish to use Education as a substitution for experience or if a degree is a requirement for the position.  A copy of the transcript must be submitted with the Job Application. Study successfully completed in a college, university, technical or vocational school may be substituted for experience at the rate of one year of study (30 semester hours or 20 classroom hours of instruction per week) for 6 months of experience.  Courses must be directly related to the work of the position.  Maximum credit is 6 months of specialized experience.

Requirements

This position is being announced in accordance with state merit promotion procedures and collective bargaining agreement. Wearing of the appropriate military uniform is required while employed in this position. Permanent change of duty station (PCS) funds are not available.
