This recruitment is for multiple positions with the VHA Service Center, located in Independence, OH.

Promotion potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Serves as a HR Assistant providing assistant support to the VSC HR team in the areas of Recruitment and Processing and Records. Some the duties include but are not limited to:

· Provides support to the HR team in the areas of processing and records, recruitment, special programs, and other duties as assigned.

· Performs work in support of a recruitment and placement function by performing coding and inputting personnel actions for a wide variety of personnel actions.

· Independently identifies and resolves processing problems involving legal authority and nature of action codes.

· Determines creditable service for leave and completion of probationary periods and makes adjustments to service computation dates.

· Supports the HR Specialists and the service by providing clerical assistance when needed.

· Conducts New Employee Orientation (NEO) and assists new hires in completing forms related to appointments, explains Federal employee benefits.

· Establishes and maintains electronic Official Personnel Folders (eOPF).

· Ensures follow-up codes are input into the PAID systems on licensure, proficiencies, and so forth.

· Sends out notices on follow-ups and ensures that services meet the specified time frames.

· Provides day-to-day assistance in recruitment for a variety of positions dealing with applicants in person, by telephone, or via correspondence.

· Drafts vacancy announcements.


The Human Resources Assistant performs technical assistance work for the Human Resources Specialists. The duties of the position above describe the full performance level of a GS-7; at lower grade levels, the work is performed in a developmental capacity under close supervision.

GS-5
To qualify at the GS-5 grade level you must meet ONE of the following three criteria:

A. Specialized Experience: To qualify at the GS-5 level, you must have at least one FULL year specialized experience equivalent to at least the GS-4 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as work experience in a Human Resources (HR) office that includes the maintenance, filing, and distribution of HR records and files; and entering information into an automated personnel and/or payroll system.
OR
B. Education: A Bachelor's degree or four full academic years (120 semester hours or 180 quarter hours) above the high school level leading to such a degree.
OR
C.
Combination: A combination of education and HR specialized experience that totals 100% of the requirement for this grade level.

NOTE: If you qualify based in whole or part on education, you MUST submit transcripts. Failure to provide transcripts will result in you receiving an "ineligible" rating.

GS-6
To qualify at the GS-6 grade level, you must have at least one FULL year specialized experience equivalent to at least the GS-5 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as work experience in a HR office processing personnel action (such as appointments/new hires, promotions, terminations, etc.); and providing explanations to employees regarding benefits, entitlements, or other HR functions.

GS-7
To qualify at the GS-7 grade level, you must have at least one FULL year specialized experience equivalent to at the last the GS-7 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that typically in or related to the position to be filled. Specialized experience is defined as advanced work experience in a HR office processing personnel actions in an automated personnel and payroll system; and posting job vacancy announcements in an automated system.

You will be rated on the following competencies based on your application for this position:

Competency 1- Knowledge of Human Resources Information Systems (HRIS), Internet and a variety of automated personnel databases to generate reports, briefing materials and/or comparable documents such as Microsoft Word, Excel, Access, and Outlook and the ability to use office equipment: fax machines, scanners, copiers, phones, etc.

Competency 2- Knowledge of Personnel Record Management.

Competency 3- Ability to plan, organize, and establish priorities and meet time constraints, often under stressful situations.

Competency 4- Ability to independently read and interpret written policies/procedures and them apply them appropriately.

Competency 5- Skill in coding and processing personnel actions such as promotions, reassignments, awards, change of duty station , career conditional appointments, etc. through input into automated systems.
