To qualify at the GS-5 grade level you must meet ONE of the following three criteria:
A. Specialized Experience: To qualify at the GS-5 level, you must have at least one FULL year specialized experience equivalent to at least the GS-4 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as work experience in a Human Resources (HR) office that includes the maintenance, filing, and distribution of HR records and files; and entering information into an automated personnel and/or payroll system.
B. Education: A Bachelor's degree or four full academic years (120 semester hours or 180 quarter hours) above the high school level leading to such a degree.
C. Combination: A combination of education and HR specialized experience that totals 100% of the requirement for this grade level.
NOTE: If you qualify based in whole or part on education, you MUST submit transcripts. Failure to provide transcripts will result in you receiving an "ineligible" rating.
To qualify at the GS-6 grade level, you must have at least one FULL year specialized experience equivalent to at least the GS-5 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as work experience in a HR office processing personnel action (such as appointments/new hires, promotions, terminations, etc.); and providing explanations to employees regarding benefits, entitlements, or other HR functions.
To qualify at the GS-7 grade level, you must have at least one FULL year specialized experience equivalent to at the last the GS-7 grade level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that typically in or related to the position to be filled. Specialized experience is defined as advanced work experience in a HR office processing personnel actions in an automated personnel and payroll system; and posting job vacancy announcements in an automated system.

You will be rated on the following competencies based on your application for this position:
Competency 1- Knowledge of Human Resources Information Systems (HRIS), Internet and a variety of automated personnel databases to generate reports, briefing materials and/or comparable documents such as Microsoft Word, Excel, Access, and Outlook and the ability to use office equipment: fax machines, scanners, copiers, phones, etc.
Competency 2- Knowledge of Personnel Record Management.
Competency 3- Ability to plan, organize, and establish priorities and meet time constraints, often under stressful situations.
Competency 4- Ability to independently read and interpret written policies/procedures and them apply them appropriately.
Competency 5- Skill in coding and processing personnel actions such as promotions, reassignments, awards, change of duty station , career conditional appointments, etc. through input into automated systems.

Education: To receive credit for education completed outside the United States,

PHYSICAL REQUIREMENTS: No special physical demands are required. Employees frequently carry light items such as employees' files, etc. The work is primarily performed while sitting, although some work may require periods of standing.
