NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the North Carolina Army National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with the requirements as a condition of employment.  Applicants must be current members of the North Carolina Army National Guard.

Incumbent is responsible for the day-to-day logistical and maintenance programs for the unit.  Researches, coordinates and requests all classes of supply, loan items, and training aids for the unit’s training and operations.  Functions as the unit’s principal advisor to ensure the implementation of the Command Supply Discipline Program.  Responsible for the individual clothing records for unit members including accountability, requisition, distribution, and maintenance.  Prepares requests, receives, issues, and monitors accountability of Organizational Clothing and Individual Equipment.  Maintains accounting records and makes recommendations to the Unit Commander for the expenditure of allocated funds for expendable, durable, and non-expendable supplies.  Coordinates pre-positioning of logistical items, picks up supplies. Provides guidance and assists senior graded personnel in IDT and AT logistical planning and preparation.  Prepares the logistical input for Unit Status Report feeder preparation.  Attends and participates in next higher headquarters logistical meetings and conferences.  Oversees the issuance and turn-in of equipment for all unit level actions and activities.  Orders and/or purchases facility janitorial supplies as authorized.  Issues weapon and protective mask cards.  Ensures logistical items are properly stored and coordinates unit personnel to periodically check items in storage for accountability and serviceability.  Participates in change of command inventories ensuring the new commander verifies all levels of supply accountability.  Prepares hand receipts as required for the issuance of supplies and equipment.  Conducts or oversees the conduct of cyclic inventories, sensitive items inventories.  Inventories and prepares shortage annexes and is responsible for Shortage Annex Management including posting issue and recovery documents.  Must ensure adjustment documents are prepared and accurate (e.g. Statement of Charges, Cash Collections and equipment transfer documents).  Manages loan and lease of unit equipment for other than military use as prescribed by written guidance.  Completes and forwards reports required by higher headquarters. Schedules equipment for calibration and alignment as is required by higher headquarters guidance.  Completes, processes, and ensures completion of automated work orders for the repair of equipment.  Requisitions parts to enable unit personnel to make authorized repairs.  As required, provides transport of equipment to the support maintenance facility.  Serves as HAZMAT coordinator for the unit.  In the absence of assigned janitorial staff works, with other assigned full time support personnel, to care for, clean, and maintain the National Guard Armory to include lawn care and general maintenance.  Trains and supervises lower graded unit supply personnel. Performs other duties as assigned.

Minimum Requirements:  Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered.  Experience using computer and automation systems.

 

Specialized Experience:   Must have at least 9 months experience, education, or training which demonstrates knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment.  Experience conducting searches for required information; reconstruct records for routine supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, and parts.  Experience performing routine aspects of supply specialist work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management.

  

Knowledge, skills, and abilities (KSAs) listed below will be used in the selection process.  KSAs are important to the entire selection process and should be addressed specifically and completely within the resume'.

 

1.  Knowledge of requisitions, supporting documents and reference material to perform materiel coordination and storage management responsibility for special programs, maintenance, and production shops.

2.  Knowledge of established supply regulations, policies, procedures, and other instructions applicable to the specific assignment

3.  Knowledge to conduct extensive and exhaustive searches for required information to reconstruct records for complex supply transactions

4.  Knowledge and ability to perform routine aspects of supply technical work that is based on a practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management, such as inventory management, excess property, storage management, etc.

 

Quality of Experience Length of time is not of itself qualifying.  Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience and/or training must show possession of the knowledge, skills and abilities needed to fully perform the duties of the position.

 


Substitution of Education for Specialized Experience High school graduate or the equivalent may be substituted for three months of specialized experience. Education in schools above the high school level may be substituted for experience on the basis of one academic year of study (i.e., 36 weeks or substantially full-time study or 30 semester hours or the equivalent.) for 12 months of the required experience. For experience required in excess of 24 months, education in schools above the high schools level may be substituted at the rate of one academic year of education for six months of experience. School above high schools level means an educational institution (e.g., a business or commercial school or college, a secretarial school, a junior college or a college or university.) for which high school graduation or the equivalent is a prerequisite and in which an applicant successfully completed study which was not primarily limited to courses in word processing and keyboarding or both. Substantially full-time study in the case of business and commercial schools is the equivalent of at least 20 classroom hours of instruction per week. One academic year consists of approximately 36 weeks of substantially full-time study or 30 semester hours or 45 quarter hours.

Military Assignment:  Occupants of this position must maintain continuous military membership in the North Carolina Army National Guard (NCARNG).  Assignment to a compatible Enlisted (E7 & below) position in the NCARNG is mandatory.   (ENL MOS: 42, 92, Predominate MOS of unit)

 

Security Clearance:  Employment is subject to attaining and maintaining a security clearance as required by the position (ANACI minimum).

Other Requirements:  Must be able to pass an operator's test for forklift equipment up to 10,000 lbs.   For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
