You will serve as a Railroad Safety Inspector (Motive Power & Equipment). As an Motive Power & Equipment (MP&E) inspector you will be assigned territory covering potentially several states. The inspector has the responsibility for the improvement and advancement of railroad safety in areas related to design, construction, inspection, testing, maintenance and use of railroad rolling stock and other related appurtenances. The demands of the position require skills in the evaluation, fact-finding, report writing; requires comprehension and application of technical and regulatory standards, as well as the ability to gain cooperation of individuals and organizations.
This position is perfect for a mid-level professional with strong technical background in applying current Federal railroad safety standards pertaining to Motive Power and Equipment, as well as strong analytical and communication skills; and experience to conduct inspections pertaining to power brake systems, locomotives, railroad cars, and their related mechanical and electrical components and their capabilities and limitations; mission focused, and is looking for great health benefits and a stable work-life environment.
PLEASE NOTE: This position is eligible for full-time telework, and the selectee must reside (or be willing to move at his/her own expense)within the geographic area of the duty location stated above. The duty location for a full-time teleworker is usually the residence or other approved telework site. The actual duty location is subject to approval by the Regional Administrator. As a Railroad Safety Inspector (Motive Power & Equipment) you will:
- Plan and carry out periodic inspections and observe test pertaining to railroad cars, locomotives, railroad rolling stock, and other motive power and equipment are operational and in compliance with Federal safety standards.
- Review existing and proposed motive power and equipment designs, construction, operations, maintenance, repair, and test methods to ensure compliance with applicable laws, regulations, standards, orders and procedures.
- Conduct investigations to determine probable cause of collisions, reportable derailments, or other accidents resulting in serious injury to person(s) or to the property of a railroad, and investigates complaints alleging unsafe conditions or non-compliance with motive power and equipment, safety appliance and power brake regulations.

To be qualified for a Railroad Motive Power & Equipment Inspector, the Qualifications Standard state you MUST have demonstrated knowledge in the following areas:

- Railroad industry, including economic and operating considerations and equipment.
- General safety and health principles and practices applicable to the railroad industry.
- Railroad accident investigation techniques.
- Communication in writing and orally.
- Design, maintenance, or inspection of various types of locomotive and freight cars currently in use and their capabilities and limitations, as well as safety appliances and power brakes.
- Installation, maintenance, or testing of railroad safety appliances and power brakes, their capabilities and limitations.
- Federal laws and regulations pertaining to inspection and testing of locomotives, freight cars, safety appliances, and power brakes.
- Experience applying Federal railroad motive power and equipment safety standards/regulations for the purpose of providing maintenance, testing and inspection of rolling stock equipment.
- Experience in the railroad industry that has provided you with knowledge of general railroad safety health principles and practices; as well as railroad investigation and inspections techniques.

|LEVEL||To qualify, your experience should include all of the above plus at least one year of specialized experience equal or equivalent to the following:|
- Experience in design, maintenance, testing, and inspections of various types of locomotive and freight cars and their capabilities and limitations, as well as safety appliances and power brakes.
- Analyzing data used in conducting railroad inspections, or used to determine probable cause of railroad related collisions, derailments, or other accidents/incidents.
- Writing and presenting information pertaining to motive power & equipment.
CONDITIONS OF EMPLOYMENT:
- SELECTIVE SERVICE: Males born after 12-31-59 must be registered for Selective Service.
- INTERVIEW: Applicants may be required to demonstrate in a pre-employment interview that they possess the personal characteristics necessary for Railroad Safety work.
- DECLARATION OF FEDERAL EMPLOYMENT: The selectees for railroad safety positions will be required to complete a Declaration for Federal Employment to determine suitability for Federal employment and to authorize a background investigation.
- DRUG TEST: This position has been determined to be a critical safety/security position as defined in the Department of Transportation (DOT) Order, DOT 3910.1D entitled "Drug and Alcohol-Free Departmental Workplace." Therefore, if selected for the position you will be required to submit to a pre-employment/pre-appointment drug test, you will also be subject to Random Drug Testing.
- TRAVEL: This position requires extensive travel. The travel is a condition of employment.
- DRIVER'S LICENSE: Railroad Safety Inspectors travel frequently, which requires being away from the official duty station for several consecutive nights. All Railroad Safety Inspectors are required to possess a valid state drivers license at all times while employed by the Federal Rail Administration (FRA) in order to perform the duties of their positions.
- GOVERNMENT TRAVEL CARD REQUIREMENT: You must be able to obtain and retain a Government contractor-issued travel card to be used for official business as a condition of employment. If unable to obtain and/or retain a card, you may be subject to removal. Those who fail to meet this condition of employment will have our offer of employment rescinded.
- TRAVEL EXPENSES: Travel and transportation expenses will not be paid.
