To qualify for this position, you must meet the following requirements:
All applicants must meet the Basic Requirements for professional education in library science or possess equivalent experience and education described in A or B below:
A. Applicants must have completed 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelors degree; OR
B. Applicants must have a total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, applicants must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.
Applicants must submit school transcript(s) - official or unofficial - by the closing date of the announcement.
In addition to meeting the Basic Requirements described above, applicants must also have one year of specialized experience at the PG-13 (or equivalent) level or higher. Examples of qualifying specialized experience includes overseeing the development, enhancement, and management of a broad range of library systems delivered through integrated Library Systems (ILS) and web-based applications and services; identify workflow inefficiencies and develop solutions to improve operations; perform long range planning and budgeting leading a team of employees responsible for developing and managing library technology-based systems and services, including the Integrated Library System, web services, and other information technology systems that support library programs.
TIME-IN-GRADE REQUIREMENTS: Merit Promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year of experience at the PG-13 level or equivalent grade level of federal service is required to qualify for the PG-13 level.

- Ability to effectively communicate in writing.
- Ability to supervise subordinate staff responsible for the development and maintenance of an ILS, as well as Web-based applications and services.
