If you are looking for an exciting career challenge, the Atlanta VA Medical Center (VAMC) in Atlanta, GA is searching for a Psychiatrist, Nurse, Clinical Psychologist or Social Worker for Chief, Mental Health Service Line.

The Atlanta VAMC has 405 authorized inpatient beds (273 hospital, 120 Community Living Center and 12 PRRTP) and is a tertiary care facility classified as a Complexity Level 1A facility. The Atlanta VAMC is a teaching hospital, affiliated with Emory University and Morehouse School of Medicine, providing a full range of patient care services complete with state-of-the-art technology, education and research. Comprehensive health care is provided through emergency medicine, primary care, tertiary care, and long-term care in the areas of medicine, surgery, mental health, physical medicine and rehabilitation, neurology, oncology, dentistry, geriatrics, and extended care.

The Atlanta VAMC is part of the VA Southeast Network (VISN 7), which includes facilities in Georgia, Alabama, and South Carolina.  The facility also serves as a prosthetics treatment center, fabricating and supplying mechanical devices such as artificial limbs for patients within the states of Georgia, South Carolina and Alabama.

The Chief Mental Health Service Line (MHSL) is a position that provides management leadership and oversight of all mental health clinical, educational, and research activities at that Atlanta VAMC. The incumbent is a key member of the organization’s clinical leadership team and reports directly to the Deputy Chief of Staff (DCOS). He/she ensures observance of federal, national, and local regulatory policy and accreditation requirements governing the medical center. He/She is responsible for strategic planning, budget oversight, staff recruitment and management, and quality assurance.

The Chief MHSL functions as a liaison to the ACOS for Education and affiliated health professional schools for undergraduate and graduate education issues. He/She ensures that mental health practitioners demonstrate effectiveness in teaching and comply with necessary trainee supervision requirements. The Chief MHSL also functions as a liaison to the ACOS for Research to facilitate research grants and expand research opportunities and initiatives. The Chief, MHSAL is expected to maintain all necessary credentials in their respective area in order to provide clinical care between 10-15 percent of the time.

The Chief, MHSL position is responsible for planning, organizing, developing, implementing, coordinating, and refining a comprehensive patient management/clinical support/administrative program which provides services and technical counsel necessary to meet clinical, procedural, legal and administrative requirements relating to the care and treatment of inpatients and outpatients. Incumbent provides a climate in which clinicians can care for patients with an awareness of administrative implications of his/her actions, without feeling he/she is working under unnecessary constraints. Expertise along broad clinical and administrative levels is required to meet the needs of this large, complex patient population, and to integrate Service Line functions with those of other Service Lines, as well as with other VA entities within and outside the local Veterans Integrated Service Network (VISN).

Incumbent is responsible for implementing VA Headquarters policies and regulations governing broad administrative aspects of the medical center. In order to effect the policies, incumbent must have the skills in management theory, cost-benefit analysis, data gathering and statistical analysis.

Other key duties and responsibilities:

· Serves on a variety of medical center planning committees, advisory groups and chartered action teams.

· Oversees clinical and administrative performance measures.

· Responsible for service line strategic planning, budget and resource management.

· Develops formal systematic, improvement plans for quality measures, access and medical services delivery.

· Serves as leader/liaison with affiliated schools regarding medical teaching issues and provider appointments.

· Oversees the establishment of program monitors and outcome measurements using programs using data-driven quality assurance processes.

· Assures all Mental Health programs are compliant with applicable Federal and State laws.

· Manages veteran complaints and issues.

· Develops program goals and objectives to meet VHA Mental Health requirements.

· Conducts performance appraisals of staff, and addresses disciplinary issues.

· Functions as a member of the Executive Committee of the Medical staff.

· Participates in clinical teaching.

· Assures appropriate training related to MH issues is completed for all Atlanta VAMC staff involved in patient care activities.

· Develops Mental Health Service policies and procedures consistent with VA Directives. Develops policies and procedures which maintain VA required accreditation by the Joint Commission, CARF and other MH accrediting organizations.

· Serves on facility Professional Standards Board (PSB).

· Oversees all hiring of professional mental health staff.

· Directly supervises both clinical and administrative personnel.

Citizen of the United States.  Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant:  The National League for Nursing Accrediting Commission (NLNAC) or The Commission on Collegiate Nursing Education (CCNE).  Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.  In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing.    Must be proficient in spoken and written English.

Applicant's education and length of nursing practice (experience) will be considered by a Nurse Professional Standards Board in determining the grade and salary of the applicant selected.   Experience as a RN will be evaluated to determine if the experience is of an acceptable level of quality with regard to the following four dimensions of nursing: Practice, Professional Development, Collaboration and Scientific Inquiry. Each dimension of practice has criteria that demonstrate essential core competencies for VHA Nursing Personnel. The criteria are as follows: Practice: practice, ethics and resource utilization, Professional Development: performance, education/career development, Collaboration; collaboration, collegiality, Scientific Inquiry: quality of care, research.     Education/Experience Requirements: 

  • Nurse I Level I - An Associate Degree (ADN) or Diploma in Nursing, no experience.
  • Nurse I Level II - An ADN or Diploma in Nursing and approximately 1 year of experience, or an ADN or Diploma in Nursing and a bachelor's degree in a related field and no experience; or a Bachelors of Science in Nursing (BSN) and no experience.
  • Nurse I Level III - An ADN or Diploma in Nursing and approximately 2-3 years of experience, or an ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 1-2 years of experience; or a BSN with approximately 1-2 years of experience, or a Master's degree in nursing (MSN) or related field with a BSN and no experience.
  • Nurse II - A BSN with approximately 2-3 years of experience, or ADN or Diploma in Nursing and a bachelors degree in a related field and approximately 2-3 years experience or a Master's degree in nursing or related field with a BSN and approximately 1-2 years experience, or a Doctoral degree in nursing or meets basic requirements for appointment and has doctoral degree in a related field with no experience. 
  • Nurse III - Master's degree in nursing or related field with BSN and approximately 2-3 years experience or Doctoral degree in nursing or related field and approximately 2-3 years experience.
