JOB SUMMARY:

Civilian employees serve a vital role in supporting the Army mission. They provide the skills that are not readily available in the military, but crucial to support military operations. The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position:

  • This position is an interdisciplinary position which may be filled under any of the following titles and occupational series, depending on the qualifications of the applicant and needs of the agency:
    Counseling Psychologist, GS-0180
    Social Worker, GS-0185

  • This position will be located at the Tripler Army Medical Center, Department of Psychiatry, Alcoholism Recovery Facility in Ft. Shafter, HI.
  • Located in Honolulu, next to Tripler Army Medical Center, Fort Shafter is home to U.S. Army Pacific and Pacific Ocean Division, Army Corps of Engineers. Fort Shafter has a large commissary, an exchange, and 1 shoppette.  Recreation at Fort Shafter includes arts and crafts, auto hobby, bowling, camping, gym, library, swimming pools, tennis, and theater.
  • Federal employees are currently entitled to receive a non-taxable, 12.25% cost of living allowance (COLA) in addition to the base salary. This is subject to change.

    As an Interdisciplinary Counseling Psychologist/Social Worker at Ft. Shafter, you will:

    • Conduct evolutions of Soldiers, family members, retirees and eligible Federal civilian employees referred for consultations from the individual, family members, commanding officers, supervisors, agents of the courts and medical personnel.
    • Develop new methods, approaches, or procedures to meet changing program requirements and behavioral health patient needs.
    • Provide strategic interventions, motivational interviewing techniques and crisis counseling for behavioral health patients.
    • Develop and implement comprehensive treatment plans and arrange for required services with other providers and/or outside resources as needed.
    • Provide individual and group psychotherapy, relapse prevention counseling and crisis counseling.

    In order to qualify, you must meet the education and/or experience requirements described below.  Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.  Additional information about transcripts is in this document.

    Degree for Counseling Psychologist: Successful completion of at least a 2 full academic years of graduate study directly related to professional work in counseling psychology, or satisfactory completion in an accredited educational institution of all the requirements for a Master's degree directly related to counseling psychology.

    Degree for Social Worker: Successful completion of at least a Master's Degree in Social Work in a school accredited by the Council on Social Worker Education.

    Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job.  Specialized experience is defined as: completing initial assessments of new alcohol and/or drug abuse patients, developing behavioral health treatment plans, and conducting psychotherapy on behavioral health patients.  This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).

    Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you may qualify if your education meets the definitions below:

    Education Substitution for Specialized Experience for GS-11: Successful completion of a Ph.D. or equivalent doctoral degree, or three full years of progressively higher level graduate education leading to such a degree, that is directly related to the work of the position.

    Combination of Experience and Education Substitution for Specialized Experience for GS-11: If you have some, but not all, of the experience or education described above, you may still qualify by combining the amount of creditable experience and education that you possess. To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education in excess of 36 hours (total semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100% to qualify.

    Licensure for Counseling Psychologist: A current, active, valid, and unrestricted license as a Psychologist or Licensed Marriage and Family Therapist (LMFT) from a U.S. State, District of Columbia, Commonwealth, territory, or jurisdiction is required.

    Licensure for Social Worker: A current, active, valid, and unrestricted license as an independent clinical social worker from a U.S. State, District of Columbia, Commonwealth, territory, or jurisdiction is required.

    You will be evaluated on the basis of your level of competency (knowledge, skills, abilities) in the following areas:

    • Knowledge of substance abuse
    • Ability to communicate orally
    • Knowledge of alcohol and drug rehabilitarion

    • Must have or be able to obtain and maintain an International Certified Alcohol and Drug Counselor (ICADC) and/or Certified Substance Abuse Counselor (CSAC) credentials/certification within 12 months of employment.
