This position is in the Senior Executive Service (SES) which is a small elite group of top government leaders.  SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.  As a Senior Executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.

Salary Range: $120,749 to $181,500 USD Per Year.

This is a Tier 2 position. Salary for Tier 2 positions within the Army are normally between $120,749 and $175,000.  Pay is set based on consideration of selectee’s current salary and other factors.  If selected for this position, you may be subject to a probationary period and may be required to begin this position at Tier 1, with promotion potential to Tier 2.

PCS expenses may be authorized.

Manages and advises strategic direction to all aspects of Army Cyber Command support operations; planning, coordinating, integrating, synchronizing and supervising organization supporting efforts for the conduct of network operations and defense of all Army networks as well as full-spectrum cyber operations. Develops and implements policies, strategies and resourcing to maximize Army cyber capabilities. Directs the strategic support planning and implementation to synchronize the global efforts of the U.S. Army Network and Enterprise Technology Command (NETCOM), the U.S. Army Intelligence and Security Command (INSCOM) other Army organizations. Conducts coordination and informs strategic planning and implementation to meet maximized mission accomplishment in support of the United States Cyber Command and the National Security Agency. Serves as a Senior Advisor, providing authoritative expert advice on all aspect of Cyberspace Operations, Intelligence Support to Cyberspace, force structure and organizational concepts. Oversees strategic support planning and resourcing strategy to ensure cyber resources posture Army for the future. Develops and maintains contacts with key leaders and communities of interest relating to communications, knowledge management, network warfare command and control, personnel management and resource management related to topics in DoD, the Army Staff, the Intelligence Community, sister services and related commands, agencies and departments. Contributes to the development of Joint and Army doctrine relating to cyberspace operations. Responsible for developing a budget in the year of execution and programming resources for a new Army Service Component with a scale of approximately $250M and provides oversight of subordinate command budgets of approximately $1.2B. Works in close coordination with CG NETCOM, CG INSCOM and the Director of Operations, Army Cyber Command. Oversees a workforce including a headquarters staff of over 150 personnel, an operations center with over 300 personnel and a global command of over 20,000 personnel in specialties covering the range of operations, planning, network administration, network operations, military intelligence and all associated staff support. Provides oversight of the functions of the support staff including the supervision of multiple personnel at the COL/GS-15 level.

QUALIFICATION REQUIREMENTS:   To meet the minimum qualification requirements for this position, you must show that you possess the five Executive Core Qualifications (ECQs), Technical Qualification, and other qualifications, if applicable.

ECQ 1 - Leading Change:
This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
ECQ 2 - Leading People:
This core qualification involves the ability to lead people toward meeting the organization's vision, mission, and goals. ECQ 3 - Results Driven:
This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
ECQ 4 - Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
ECQ 5 - Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

Please Note: Current career SES members, former career SES members with reinstatement eligibility, and SES Candidate Development Program (CDP) who have been certified by the Office of Personnel Management do not need to address the ECQs.


MANDATORY TECHNICAL QUALIFICATIONS (MTQs): All applicants must submit written statements (narrative format) of accomplishments that would satisfy the technical qualifications. You must address each technical qualification separately. Total MTQ write-up should not exceed 2 pages per MTQ using 12pt, Arial or Times New Roman with 1 inch margins.

1. Knowledge of organizational, financial and technological planning practices and their interaction sufficient to direct and manage the delivery of a broad suite of business services to a large and highly decentralized organization. Demonstrated experience leading and directing complex high-level initiatives at the Department level and/or at a large corporation.

2. Ability to serve as an acquisition and contracting subject matter expert and consultant to the leadership of Army Cyber Command/2nd US Army and to a wide variety of customers within the Department of Defense. Has demonstrated ability and is recognized as a subject matter expert and advisor to the leadership at a Department of Defense Major Command by organizing, training and equipping effective cyberspace forces to support all three Lines of Operations: Global Information Grid Operations; Defense Cyberspace Operations and Offensive Cyberspace Operations.

EDUCATION REQUIREMENTS:
This position does not have a positive education requirement.

FOREIGN EDUCATION:
If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private oragnization that specializes in interpreation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

HOW YOU WILL BE EVALUATED:

You will be evaluated on the quality and extent of your total accomplishments, experience, and education.   Your application will be evaluated by a rating and ranking panel.   Highly qualified candidates may undergo an interview and a reference check.   The Office of the Secretary of Defense Executive Resources Board will review results and make recommendations on final selections to the appointing authority.   Unless you have already been certified by the Office of Personnel Management (OPM) Qualifications Review Board (QRB), your ECQs must be certified by the OPM QRB before your appointment can occur.
