JOB SUMMARY:

MINNESOTA AIR NATIONAL GUARD

  This position is located in the Air National Guard, Mission Support Group, Base Communications Flight.   The primary purpose is to serve as the Base Information Assurance Manager who is the wing commander's authority and focal point for Information Assurance.   Manages the communication-computer security (COMPUSEC) program,Electronic Key Management System (AFEKMS), Emission Security, and Information Assurance Awareness Programs.

NATIONAL GUARD MEMBERSHIP REQUIRED

This is an Excepted Service position that requires active membership in a compatible AFSC in the Minnesota Air National Guard and wear of the military uniform. Acceptance of an Excepted Service position constitutes concurrence with these requirements as a condition of employment. Serves as the Wing Information Assurance Manager.   Applies Information Technology(IT) security principles, methods, and security products to protect and maintain the availability, integrity, confidentiality, and accountability of information system resources and information processed throughout the system's life cycle.   Establishes and publishes base-wide policy to manage the INFOSEC (also known as COMPUSEC) program and provides advice and guidance in its implementation and in procedures used in the development and operation of systems.  Assists all base organizations in the development of their individual INFOSEC program.   Disseminates information and ensures computer security practices are adhered to by all functional areas.   Reviews, analyzes, and validates certification and accreditation (C&A) packages.   Continuously identifies and analyzes threats and vulnerabilities to the information systems to maintain an appropriate level of protection.   Ensures computer software designs address information system security requirements.   Accomplishes risk analysis, security testing,and certification due to modifications or changes to computer systems.   Manages the Network Security Program.   Implements and advises on IT security policies and procedures to ensure protection of information transmitted to the installation, among organizations on the installation, and from the installation using Local Area Networks (LAN), Wide Area Networks (WAN), the World Wide Web, or other communications modes.  Utilizes current and future multi-level security products collective to provide data integrity, confidentiality, authentication, non-repudiation,and access control of the LAN.  Formulates and develops communications security criteria and requirements for inclusion in mobility, contingency, and exercise plans.   Maintains accountability for sensitive cryptographic materials and related COMSEC information.   Initializes the system, performs system backups, determines operator access, and control functions (privilege management), reloads and configures the operating system's parameters.   Adheres to management control plan requirements by conducting self inspection and staff assistance visits.   Resolves identified discrepancies.   Performs other duties as assigned.

GENERAL EXPERIENCE:   Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.   Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.  


SPECIALIZED EXPERIENCE:  GS-09 requires 24 months experience, education,or training in analysis of the interrelationship of pertinent components of the system.   Experience planning the sequence of actions necessary to accomplish the assignment.  Experience scheduling the sequence of program to be processed by computers where alternatives had to be weighed with a view to production efficiency.   GS-11 requires 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.  Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.   Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.    Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion     

 

COMPATIBILE MILITARY ASSIGNMENT:  3D0X1, 3D0X2, 3D0X3, 3D1X1, 3D1X2, 3D1X3 and 3D1X4 AFSC

MILITARY COMPATIBILITY:   Upon selection, individual must be assigned to a compatible military position and must also maintain satisfactory membership in the Minnesota National Guard.

EVALUATION FACTORS:  Candidates will be evaluated on the basis of appropriate education, experience, training, self-development activities, and special awards. Candidates are considered on the basis of available information on their current application and supporting information that has been provided to this office. To insure full consideration, applicants are urged to submit information about their training, self-development, outside experience, activities and awards. National Guard military (Part-time) service is considered as full-time experience when evaluated against the qualification requirements for a technician position. The applicant is credited with actual number of months the member has been in the National Guard if the experience is related.

Area 2: Career/Career-Conditional technicians and Indefinite technicians Statewide (148th Fighter Wing and MN Army National Guard) who were initially hired based on a posted job vacancy.

Area 3: Minnesota National Guard technicians who have not previously competed and traditional Minnesota National Guard members.

Area 4: National Guard technicians from other states and civilian persons eligible for membership in the Minnesota Air National Guard.

REMARKS:     No PCS available.   Position will not be filled until current incumbent vacates. Members with rank higher than identified in 'key requirements' are eligible to apply but, may be required to take a reduction should they be selected.  The military grade of the supervisor must equal or exceed the grade of personnel supervised. DOD 8570 Certification is required within six months.   Must have the following ASVAB score(s) before being accessed in the following AFSC's:  a minimum ASVAB score of 47 in Admin for 3D0X1, a minimum ASVAB score of 64 in General for 3D0X2, a minimum ASVAB score of 64 in General for 3D0X3, a minimum score of 64 in General for 3D0X4, a minimum score of 60 in Electronics for 3D1X1, a minimum score of 70 in Electronics for 3D1X2, a minimum score of 70 in Electronics for 3D1X3 and a minimum score of 60 in Electronics for 3D1X4.   Must currently have a Security Clearance and ability to obtain Top-Secret.  Normal color vision as defined in AFI 48-123 is required.   This position is subject to rules and regulations of the USAF and the ANG, to include fitness standards, as well as any AFSC specific requirements.   This is a dual status position.   Sensitivity Level 2.
