FORMER FEDERAL EMPLOYEES: Former Federal Employees are required to indicate whether they received a Voluntary Separation Incentive Payment (VSIP) buyout in their previous employment with the Federal government, and are required to submit a copy of the applicable Notification of Personnel Action (SF-50) regarding the VSIP. The majority of individuals, who accept reemployment with the Federal government within 5 years of receiving the VSIP amount, must repay the gross amount of the separation pay prior to reemployment.
SUMMARY OF DUTIES:
· Leads negotiation planning team, assuring all pre-negotiation planning is documented.
· Prepares contract file documents.
· Assists program personnel in the preparation of justifications.
· Conducts acquisition planning/strategy meetings.
· Serves as technical advisor to management.
· Prepares solicitation packages for contracts other than Public Law 93-638.
· Performs full range of contract administration including cost and price analysis, proposal evaluation, contract award, modification negotiation, approves contract payments, progress payments, directs Contract Officers Representative
· Transition and manage the acquisition system.
· Train and assist with the requisition process for customers, data collections/analysis with the acquisition system with any requirement from the Department.
CONDITION OF EMPLOYMENT: The incumbent must meet all training and education qualifications established in the Federal Acquisition Certification in Contracting (FAC-C) and within six months after appointment meet all FAC-C training requirements. The incumbent must be certified for signatory authority at either Level II or Level III as determined appropriate by the Director, Office of Acquisition and Property Management.
