These positions are assigned to the Systems Engineering Team, Office of Enterprise Architecture, the Office of the Chief Information Officer (OCIO), in Washington, DC.


The mission of the Systems Engineering Team is to design, develop, document, and implement baseline enterprise information systems standards and major enterprise infrastructure.  The primary purpose for this position is to serve as the Project Manager for the HHS IT Security Program at the Department level developing security plans, policies, and the budget formulation for IT security projects for Capital Planning and Investment Control (CPIC). The position is also responsible for developing security plans for the HHS Enterprise Architecture (EA), providing technical and security operations services, and IT security engineering technical support.


This announcement is issued under OPM’s Direct-Hire Authority to recruit for positions for which there is a critical hiring need.  Selectee(s) will receive a career or career-conditional appointment in the competitive service and may be required to serve a one year probationary period.

The primary purpose of this position is to perform information technology (IT) duties and responsibilities that involve a wide variety of Information Assurance tasks related to Systems Engineering (SE) within the Enterprise Architecture (EA) program.  The incumbent serves as an IT Specialist with primary focus on IT security engineering.  This position is responsible for working with organizational components to provide technical expertise to develop and maintain the IT security protocols to ensure IA compliance for all aspects of the HHS EA technical reference model.  The incumbent performs IT security services to support certification and accreditation (C&A), Security Test and Evaluation (ST&E), conducts annual security assessments, security risk assessment, security vulnerability testing, system security penetration testing, assist with Quality Assurance testing, and other IT Security related activities.  Additionally, the incumbent assists the CISO and Senior Security Project Managers with preparation of annual security assessments and various security audits required by Federal mandate. These audits will be focused on FISMA, FFMIA, SAS-70, FISCAM and A-123.

In addition to the IT competencies listed above, applicants must also possess one year of Specialized Experience at the next lower grade level (or equivalent) in the normal line of progression for this occupation or qualifying education as shown below.


At the GS-13:

Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience designing, developing, and implementing baseline enterprise information systems standards and major enterprise infrastructure which included developing security plans for enterprise architecture, providing technical and security operations services, and IT security engineering technical support.
