About the Agency

This position is located in the Office of Patent Information Management (OPIM), the Scientific and Technical Information Center (STIC), Digital Resources Division, Reference Delivery Service Center. The incumbent of this position serves as the Team Leader for the Reference Delivery Service Center. Reference Delivery is responsible for interlibrary loan (ILL) and document fulfillment activities for the patent examiners utilizing the PTO non-patent literature (NPL) collection, collections of other scientific and technical libraries, and document provider services. Extensive use of electronic networks, contracts, and interagency agreements are used to provide critical and timely information to the patent examiners.

  • As an Lead Librarian, you will perform the following duties:
  • Serves as Reference Delivery's primary contact to search and resolve complicated bibliographic citations using a variety of online and commercial databases. 
  • Organizes, plans, and schedules Reference Delivery's work, adjusting plans and schedules as necessary to accommodate changes in workload, priorities, ect.  Assigns work directly to employees.
  • Coaches team in work processes and communication and problem solving methods.
  • Utilizes network of document provider services and libraries to provide critical and timely NPL documents to the patent examiners and other patrons of the USPTO.
  • Monitors the integrity of the data entered in the Cuadra STAR database and takes necessary action when errors are identified.
  • Reconciles cash for the ILL bank used to copy articles found at area libraries.
  • Monitors work schedules so that workflow is not interrupted due to employee absences or moves.
  • Reviews work received from staff for accuracy in compliance with instructions, completeness, and timeliness.  Accepts or rejects work as appropriate and takes appropriate action to remedy incomplete or incorrect work.
  • Responsible for ordering and maintaining supplies and necessary resources for the optimum working conditions in Reference Delivery.
  • Responsible for administering all Office policies in accordance with departmental standards.  Recommends to the Supervisor, procedures and instructions regarding the operational activities for Reference Delivery for approval.  Communicates those approved to the Reference Delivery personnel.
  • Makes recommendations to the Reference Delivery Supervisor in regards to staff performance appraisals.

Applicants must meet the basic entry qualifications requirements for this position as follows:

All Librarians must meet the requirements for professional education in library science or possess equivalent experience and education as shown in paragraphs A and B. 

A. Completion of 1 full academic year of graduate study in library science from as American Library Association accredited college or university, in addition to completion of all work required for a bachelor's degree.  (Note:  You must attach a copy of your transcripts with this application package for verification). 

OR 

B. Have at least 5 years of combination of college-level education, training, and experience.  To qualify on this basis, you must establish conclusively that the education, training, and experience  provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.  (Note:  You must attach a copy of your transcripts with this application package for verification). 

In addition to meeting the basic requirements, applicants must have the following specialized experience:
 
To Qualify For the GS-11, applicants must meet the basic qualifications above and specialized experience:

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-9).  Specialized experience for this position is defined as experience providing non-patent literature (NPL) documents to a professional or technical audience using the collections of scientific and technical libraries, and document provider services; demonstrating knowledge of the theories, objectives, principles, and techniques of librarianship to search, select, access, and disseminate information; and to provide guidance on using subject-area information resources including commercial databases, electronic networks, and cooperative agreements AND/OR 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position.

To Qualify For the GS-12, applicants must meet the basic qualifications above and specialized experience:

Specialized experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-11). Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as experience providing non-patent literature (NPL) documents to a professional or technical audience utilizing the PTO library collection, collections of other scientific and technical libraries, and a network of national and international document provider services; demonstrating knowledge of the theories, objectives, principles, and techniques of librarianship to search, select, access, and disseminate information; and to provide guidance and access to subject-area information resources including commercial databases, electronic networks, and cooperative agreements.
