  • Resolving a broad range of compliance issues concerning the application of any of FDA's enabling legislation, pertinent regulations, and/or general legislation affecting the operation of the Federal government.
  • Carries out the programmatic operations and responsibilities of the position in support of the enforcement of the Family Smoking Prevention and Tobacco Control Act.
  • Draft or critically review documents embodying compliance program proposals and decisions on tobacco products.
  • Prepare replies to correspondence from interested persons or regulated communities on issues that affect the regulated industry.

In order to qualify for Regulatory Counsel , GS-0301-11, you must meet the following:
A. Have one year of specialized experience, equivalent to the GS-09 In the Federal service, to include experience researching issues and assisting with the revision or creation of new policies and regulations regarding the compliance of tobacco products;OR

B. Have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related An academic year of graduate education is considered to be the number of credit hours that the school attended has determined to represent one academic year of full-time study. This determination is made based on normal course loads for a full year of study in the graduate program. If that information cannot be obtained from the school, 18 semester hours or 27 quarter hours will satisfy the one year of full-time study requirement;OR

C. Have a combination of graduate education and specialized experience. To combine education and experience, determine your total qualifying experience as a percentage of the experience required for the grade level. Then compute your education as a percentage of the education required for the grade level. Finally, add the two percentages. The total percentage must equal at least 100 percent to qualify.


Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.


If you are claiming education as any part of your qualifications for this position, you must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned.
