NATIONAL GUARD MEMBERSHIP IS REQUIRED

DUTY LOCATION:    Indianapolis, Indiana

JOB SUMMARY:  This position is located in the Readiness and Suppport (RS) directorate of an Air National Guard Headquarters.  The primary purpose of the position is to provide Information Management (IM) support to the Headquarters. 

This job announcement is for employment as an Indiana Air National Guard Technician; a Federal Civil Service position.  This is a dual-status technician job whereby you are required to maintain active membership in an Air National Guard unit and are required to wear the military uniform at the workplace.  As members of a unit of the Indiana Air National Guard, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year.  Indiana Air National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

APPOINTMENT FACTORS:  This position is a Permanent Excepted Service position.

MILITARY RANK REQUIREMENTS:   E-3 thru E-7

MILITARY SPECIALITY REQUIREMENTS:  Individuals must meet the qualifications for the technician position but will have 1 year from date of hire to be assigned to a compatible AFSC in a compatible unit for the technician position advertised.

As a Support Services Specialist with the Indiana Air National Guard (ANG), your duties will include, but will not be limited to:

  • Serves as the Group Orderly Room Manager, functioning as senior advisor to the Director of Readiness and Support for all orderly room and information management unit support functions 
  • Initiate workday reports and manages orders publications and procedures.  This includes preparing, tracking, publishing, and distributing civilian and military travel orders, annual training orders, special training orders, and other orders to include special authorizations
  •  Directs and provides administrative training in Air National Guard automated order systems for all Unit Order Clerks. 
  • Reconciles orders publication with the workday accounting program.
  • Maintains orders files for all unit personnel
  • Advises the Unit Resource Advisor on the status of workday account balances.
  • Provides technical guidance to all personnel on matters pertaining to the various administrative requirements associated with orders production.
  • Ensures that unit wide disposition of records is in accordance with USAF and ANG regulations.
  • Manages transmission of record groups to staging facilities and ultimately to permanent storage facilities at the National Personnel Records Center.
  • Establishes overall orders publication procedures and ensures orders clearks receive inital, advanced, and update technical training for all types of orders handled by the organization.
  • Schedules workday report reviews and manages the coordination between orders publications clerks, host base travel and military entitlement offices, the primary resource advisor, and appointed workday control officers to minimize overdue commitments and obligations.
  • Formulates, developes, and directs the implementation of IM policies and procedures.
  • Recognizes need, initiates action, directs or personally formulates new administrative policies and procedures, and recommends changes designed to improve administrative efforts or services.
  • Analyzes AF, NGB, ANG Instructions, memoranda and directives pertaining to correspondence and mail management, preparation of correspondence and messages and other administrative services and determinds their effect upon the Air National Guard Headquarters.
  • Performs other duties as assigned.
  • Incumbent may be required to prepare for and support the mission through the accomplishment of duties pertaining to military training, military readiness, force protection and other mission related assignments including, but not limited to, training of traditional Guard members, CWDE/NBC training, exercise participation (ORE/ORl/UCI/MEI/OCl/I G, etc.), mobility exercise, FSTA/ATSO exercise participation, SABC training, LOAC training, weapons qualification training, participation in military formations, and medical mobility processing within the guidelines of NGB/ARNG/ANG/State/TAG rules, regulations and laws. These tasks have no impact on the classification of this position and should NOT be addressed in any technician’s performance standards.

In order to meet the Minimum Qualifications for this GS position at the 09 grade level, you must have at least 24 months of:

    • Experience, education or training in administrative, professional, technical, or other work that provided knowledge of support services. Knowledge of administrative methods and procedures used in planning, organizing work, and skill in dealing with others in person-to-person work relationships. Experience using computer and automation systems.
    • experience in dealing with management principles and supervisory responsibility for support service functions required by type of position to be filled and the organization involved.  Experience planning and directing a variety of clerical operations.  Experience using methods and procedural steps, and working under general instructions to meet the objectives of support services programs.

 

Knowledge, Skills and Abilities that will be evaluated for this position include:

  • Skill in applying analytical and evaluative techniques to the identification, consideration and resolution of issues or problems of a procedural or factual nature.
  • Knowledge of the theory and principles of management and organization, including such administrative practices and procedures common to organizations as those pertaining to channels of communication, delegation of authority, routing of correspondence, filing systems, and storage of files and records.
  • Possess and exercise in depth knowledge of the organization, programs, missions and functions of an Air National Guard Headquarters and all facets of an Air National Guard Headquarters
  • Knowledge of the Air Tasking Order Process, apportionment decisions, and air employment guidance for the purpose of assisting in developing Air Tasking Orders (ATOs)
  • Knowledge of program goals, objectives, work processes and administrative operation of an Air National Guard Headquarters
  • Knowledge in computer systems used by MAJCOMS, NATO, and coalition forces that unit IM personnel train with in support of the operations and training requirements of the Air National Guard Headquarters augmentation mission
  • Proficiency in military and civlian technician personnel systems and programs and proficiency in form accomplishment including unit accession, promotion and retention procedures as they relate to personnel morale and advancement opportunities and boundaries and standards of legal and ethical conduct, on an as required basis.
  • Ability to use technologically advanced and independent computer systems to include the Mircrosoft Office, the Integrated Deployment System (IDS), and such automated systems as the parent service acquires and distributes to ANG unit.
  • Knowledge of the responsiblities of the in garrison and deployed Orderly Room operations.
  • Knowledge of classified messaging, receipt, storage, distribution, destruction regulations and procedures
  • Ability to access electronic informational resources and training to include the Air Force Electronic Publications Library and other internet sites for regulatory and procedural reference.


Educational Requirements and/or Substitution of Education for Experience:  2 years completion of a Master's Degree Program in a related field, satisfies the experience requirement. If using education in lieu of experience, transcripts must be provided with application.

Permanent Change of Station (PCS) funds are not available for this position.
