AREAS OF CONSIDERATION :  As allowed by OPM guidelines, the Massachusetts Air National Guard follows a three tier advertisement process.  The three tier process will be as follows:

Tier I: All current MA ANG tenure 1 and 2 technicians and MA ANG permanent AGRs

Tier II: All current MA ANG members, to include tenure 3 and tenure 0 technicians, traditional guardsmen, and temporary AGRs

Tier III: All individuals eligible for immediate enlistment into the MA ANG

This position is located in the Air National Guard (ANG) State Headquarters (HQ), Engineering Installation Squadron (EIS), whose mission is to engineer, install, remove, and/or perform maintenance on Command and Control, Communications, Computer and Information (C4I) systems and facilities.  The primary purpose of this position is to provide C4I engineering services for DoD, Major Command (MAJCOM), NGB and base level customers and to provide engineering process continuity for multiple specializations within the EIS. 

Produces C4I installation project packages.  Coordinates project requirements with affected Communication and Information Systems Officer (CSO) to ensure system inter-operability, compatibility, and cost effectiveness of the proposed technical solution.  Ensures proposed requirement(s) conform to current policies, standards, and guidelines.  Develops detailed design specifications.  Identifies source of major equipment items and necessary logistical lead-time required.  Advises the CSO on potential problems or delays.  Coordinates project requirements and assignment of project identification numbers with project manager.  Ensures project package is published and distributed.

Reviews assigned projects for environmental considerations.  Ensures required studies and tests such as electro-magnetic compatibility, electro-magnetic radiation hazards, TEMPEST, are performed and included in final C4I project package.

Conducts on-site engineering surveys to gather specific project information.  Prepares sketches, drawings, and lists of material.  Uses various surveying instruments and measuring devices to validate system feasibility and layout.  Ensures that engineering surveys are accurate and complete.

Determines and coordinates project support requirements with installation or base officials.  Develops Project Support Agreements, Statements of Intent, and Statements of Work as required.  Generates technical solutions and detailed cost requirements to assist in base funding procedures.  Reviews projects for technical accuracy to ensure project requirements comply with applicable standards and regulations.

Provides engineering process continuity for multiple specializations within the EIS.  Provides technical consultant services and presentations concerning project/program development plans, schedules and strategies.  Reviews applicable technical data and commercial manuals for equipment capabilities and operational characteristics.  Provides commercial data and technical specifications for system installation, operation and maintenance, when requested.  Leads team members conducting telecommunications surveys, planning and, implementing assignments to develop MAJCOM Communications Systems Plans, Base Communications Systems Plans, and Base Communications-Computer Service Assessments.

Conducts on-site engineering assistance visits as required.  Resolves problems or questions during installation phase of engineered projects.  Develops, coordinates, approves and publishes formal project changes and/or amendments to accommodate mission requirements or customer/installation team needs.

Monitors and analyzes project milestones to ensure timely completion within budgetary constraints and reports results to supervisor.

Advises drill status supervisors in matters relating to the planning of function workload and training requirements.  Manages training of Drill Status Guard personnel and develops schedules for completion.  Performs administrative support for function personnel including requesting special orders, making travel arrangements and assembling data to support engineering efforts.  Requests, evaluates, and selects engineering workload to meet function training and proficiency requirements.
