As a Student Trainee in the Office of Budget, Finance, and Award Management (BFA) the incumbent will:

  • Participate in reviewing program recommendations and in negotiating, drafting and awarding grants, cooperative agreements and other agreements with Federal agencies for funding scientific research and other related activities, including research facilities. 
  • Utilize highly automated electronic and computer systems to review, process and generate certain data and documentation.

To qualify for the GS-5, you need to have one of the following:
One year of specialized experience equivalent to the GS-04 level in federal service. Examples of this experience includes: participating, with supervision, in the federal grant award process; gathering and analyzing data; and generating reports.
OR Have successfully completed a full four year course of study in any field leading to a Bachelor's degree, from an accredited college or university.
OR Have a combination of post high school education and experience that, combined, meet the qualification requirements for this position.

To qualify for the GS-7, you need to have one of the following
At least one year of specialized experience equivalent to the GS-5 in the Federal service. Examples of specialized experience includes: participating in the grant award process; screening grants for completeness; conducting analysis of data and preparing reports.
OR Have one full year of graduate level education.
OR Have superior academic achievement eligibility after completing a Bachelor’s degree.
OR Have a combination of post high school education and experience that, combined, meet the qualification requirements for this position.

To qualify for the GS-9, you need to have one of the following
At least one year of specialized experience equivalent to the GS-7 level in the Federal service. Examples of such experience include: reviewing routine grants, agreements and proposals for completeness; obtaining additional information when necessary; and completing related assignments to develop skills and knowledge in grants management.
OR Have a Master's or equivalent graduate degree.
OR Two (2) full years of progressively higher level graduate education leading to a Master`s or equivalent graduate degree.
OR Have a combination of post high school education and experience that, combined, meet the qualification requirements for this position.

HOW YOU WILL BE EVALUATED:

Category rating procedures will be used to rank and select eligibles.  Based on your responses to the occupational questionnaire, you will be assigned a score.  Your score will determine in which of three categories you will be placed:  Excellent, Very Good, or Good.  Under this process, veterans will be assigned to the appropriate category (without additional preference points) and then placed at the top of their category.  Veterans with service-connected disability of 10% or more will be placed at the top of the highest quality category.
