Permanent Change of Station (PCS): PCS is not authorized.

Selected Reserve Incentive Program (SRIP): Acceptance of a Federal Excepted technician position of over 179 days in length will cause termination from the Selected Reserve Incentive Program (SRIP).

Type of Appointment: This is a full-time, Excepted Permanant, dual-status position which requires Georgia Army National Guard Membership. 

Job Summary: This position is located in the Contracting Division of the United States Property and Fiscal Office (USPFO). Incumbent is responsible for numerous contracting transactions, such as conducting and/or participating in contract negotiation, supply and service acquisition, and construction; initiating contracting actions from acquisition planning, solicitation actions, contract award, contract administration, to contract close-out; and procuring a variety of supplies, services, and construction projects to include facility modification, rehabilitation, maintenance and new construction.

Background Check:  Selectee may, at the option of the agency, be required to submit to criminal, credit history, and general background checks which will be evaluated by the agency prior to a final offer of employment and access into the Georgia National Guard Federal Technician or Active Guard/Reserve program.

National Guard Membership: This position requires military membership. It is designated for Georgia Army National Guard Officer/Warrant Officer/Enlisted incumbent(s) only. In accordance with ARNG regulations, incumbent performs duties necessary to accomplish military Contract Specialist functions in support of programs essential to state Army National Guard daily operations, training and readiness missions.

As a member of a Georgia Army National Guard unit, you will be required to train with your unit, normally one weekend a month and 15 days of annual training each year. Georgia Army National Guard units and members are subject to immediate call to federal or state active duty to meet national or state emergencies.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required of this position:

  • Performs pre-award, post-award, and contract close-out functions for a variety of supply, services, architect/engineering services and construction contracts within both the Army and Air National Guard (NG).
  • Initiates advance acquisition or contracting plans for projects.
  • Determines the appropriate contract type and applicable special provisions as they apply to the particular project.
  • Prepares and distributes award package consisting of signed and approved contracts, labor standards notification, and authority letters.
  • Coordinates and/or conducts the preconstruction/performance conference, acts as recorder, and prepares the minutes.
  • Enforces compliance with contractual requirements and monitors contract progress in relation to an established schedule in order to recommend approval of appropriate progress payments.
  • Recommends issuance of stop work orders as necessary and negotiates equitable settlements for claims between the government and the contractor.
  • Coordinates contract completion/close-out including punch-list development and resolution, submission and acceptance of warranties, final inspection and acceptance, as built drawings, release of claims, final payment, and construction contract evaluation.
  • Prepares inspection reports and makes recommendations to correct deficiencies noted.
  • Performs other duties as assigned.

General Experience: Applicant must have graduated with a bachelors degree or higher from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours within the following disciplines: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and/or organization and management. Additionally, applicants must have completed the mandatory contracting courses as prescribed by the Defense Acquisition Workforce Improvement Act (DAWIA) for Level 1 certification. If applicants have not completed all the training required for their current position, they may not be considered as candidates to fill the vacant position on a promotion basis.  If prevented from completing the mandatory courses, this certification must be met within 18 months of selection. The three career levels are:

Level I : Basic or Entry level positions at GS-5 to GS-9. 
Level II: Intermediate or “Journeyman” level positions, GS-9 to GS-12.
Level III: Advanced or Senior level positions, GS-13 and above.

Specialized Experience:  Applicant must have at least 12 months specialized experience equivalent to at least GS-7 or 2 full academic years of progressively higher level graduate education, or master’s or equivalent graduate degree or LL.B. or J.D. Additionally, all applicants must have completed two years of experience in contracting positions, which must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled, and must have completed mandatory contracting courses for a GS-9 position.

Knowledge, Skills and Abilities (KSAs):  Applicants who meet the eligibility requirements will be further evaluated by the Selecting Official based on the following KSAs considered essential to perform the duties and responsibilities of this position.

  • Knowledge of federal contracting laws, Department of Defense (DoD), Army, Air Force, NGB, and local purchasing and contracting regulations, directives, and procedures governing contracting activities.
  • Knowledge of sealed bidding procedures sufficient to develop contracts for a variety of supply, service and construction requirements.
  • Knowledge of contract negotiation techniques sufficient to negotiate and administer contracts where the contracting actions are well defined and precedents are available.
  • Knowledge of contract administration principles and practices to monitor contractor performance and to solve problems relating to contract modifications, contract progress as well as contract payments and other similar problems.
  • Knowledge of business and industry practices necessary to analyze the contractor's ability to perform the contract.
  • Knowledge of specific contractual requirements, terms and conditions, and pricing provisions necessary to evaluate costs, to analyze effects of contractor change proposals, and to develop positions for negotiating fair and reasonable settlements.
  • Knowledge of procurement monitoring and management control techniques necessary to monitor the contractor's financial and business conditions, to detect indicators having an adverse impact on contract performance.
  • Knowledge of technical, oral, and written communications skills. Must be capable of acting as a team chief and lead negotiator when contract negotiation is necessary.
  • Knowledge of and capability to perform market survey techniques.
  • Knowledge of computers and computer applications as applied to contracting.

Substitution of Education for Specialized Experience: Effective October 1, 2000 the Department of Defense implemented Title 10, United States code, sections 1723 through 1733, that put a positive educational requirement on this series, however if an individual occupied a GS-1102 position with authority to award or administer contracts above the simplified acquisition threshold in DoD on or before September 30, 2000, they are exempt from the education.


Other Requirements: For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. 

National Guard Compatibility: Once an applicant is selected and prior to being placed in the technician Contract Specialist position, the selectee must be assigned to any unit in the Georgia Army National Guard as an Officer in: OBR: 01A; Warrant Officer in: WMOS: 011A; or Enlisted in ECMF: 42; EMOS: 36B, 51C, 92/A/Y/Z.. Rank inversion is strictly prohibited.

Wear of the Army uniform as prescribed by AR/NGB/GA NGR is required for incumbent of this position.  Acceptance of this position constitutes concurrence with this requirement as a condition of employment.
