NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatible military assignment in the New York Air National Guard.  Selectee will be required to wear the military uniform.  Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. 

 

 

This position is located in the Command Section, Communications, Squadron, Mission Support Group of an Air National Guard Flying Wing.

The primary purpose of this position is to serve as a senior information technology (IT) and communications specialist and consultant to management in support of installation IT and communications policy and plans to include the unit's ability to provide command, control communication, computer, and intelligence (C4I) programs essential to the operations, training, and readiness missions.  Analyzes organizational processes and procedures through assessment of management, operational, technical and administrative practices pertinent to the organization.  Identifies process, system, and training deficiencies by applying defect prevention principles and root cause problem resolution techniques and recommends corrective action for each.  Duties involve a wide range of IT and communications management activities that enxtend and apply to the entire organization.  Serves as an advisor to the Commander and senior staff members regarding compliance, readiness posturing, and mission limiting issues.

In order to meet the minimum qualifications for this  INFORMATION TECHNOLOGY SPECIALIST (POLICY PLAN) position, you must meet the following criteria.

 

GENERAL EXPERIENCE: 

Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process.  Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.  

 

SPECIALIZED EXPERIENCE:

GS-07 – Must have at least 12 months experience, education, or training in translating detailed logical steps developed by others into language codes that computers accept where this required understanding of procedures and limitations appropriate to use of a programming language.  Experience interviewing subject-matter personnel to get facts regarding work processes, and synthesizing the resulting data into charts showing information flow.  

 

GS-09 Must have at least 24 months experience, education, or training in analysis of the interrelationship of pertinent components of the system.  Experience planning the sequence of actions necessary to accomplish the assignment.  Experience scheduling the sequence of programs to be processed by computers where alternatives had to be weighed witha view to production efficiency.   

GS-11  – Must have at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization.  Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls.  Experience that required adaptations of guidelines or precedents to meet the needs of the assignment.  Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.  

 

SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE: 

For the GS-5 level, a 4-year course of study leading to a bachelor's degree may be substituted for the experience requirements.   At the GS-7 level, one full year of graduate level education or superior academic achievement.   At the GS-9 level, a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree may be substituted.   At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.    

Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

 

KSA's:

Candidates will be evaluated on the basis of the KSA's listed below.   Applicants are encouraged to address the KSA's in their application or resume or by submitting a supplemental statement with their application.   Written response to each KSA will ensure that specialized experience criteria is recognized and credited.

 

1.  Expert knowledge of IT and communications sytem architecture, integration techniques, system analysis, and testing methods. Knowledge of a wide range of IT principles, concepts, methods, advancements, policies, design, development, testing, and applications, both hardware and software sufficient to assess the organization's IT business requirements.  Knowledge of the principles of information assurance, network security, and techniques to ensure serviceability, safe operation, proper configuration, accountability, and sustainability of systems to meet mission requirements.  Knowledge of computer security concepts to guarantee authenticity and confidentiality of digital communications messages and transmissions, communication security principles, infrastructure security concepts, cryptography, access controls, attack prevention, encryption key generation a use, as well as operational and organization security.

2.  Knowledge of emerging technologies, reviews technical periodicals, publications, commercial standards, and attends seminars. Knowledge of a wide range of communications concepts, principles, and practices. Work encompasses complex and uncommon interfaces and policies and practices; sources of technical data to evaluate new devices, proposals, and approaches; and a practical understanding of contracting procedures and legal requirements.  Knowledge of DoD and Air Force communications regulations, services, and instructions to ensure telecommunications services are in compliance with applicable regulations and instructions.

3.  Knowledge of operational and performance characteristics of telecommunications to develop procedures/policies/practices for local use.  Knowledge of commonly used practices, guides, and broad range of operating techniques concerning both standard and unique communications system design installation and concept of operations.

4.  In-depth knowledge in conducting interviews and evaluations, analyzing findings, and developing recommendations for corrections or improvements in the evaluated program. In-depth knowledge of organization mission, objectives, and current processes, for preparation of it policy and plans.  Knowledge of Air Force (USAF) and Air National Guard (ANG) policies, procedures, regulations, a precedents.  Knowledge of AF and ANG personnel, training and administrative programs, principles and practices.

5.  Knowledge and skill in preparing and presenting findings and making recommendations through written and oral presentations. Ability to work closely with management officials to ensure seamless implementation of systems; identify and anticipate server performance, availability, capacity, or configuration problems; resolve installation problems; identify and mitigate security vulnerabilities and risks; and maintain server integrity and availability.

6.  Ability to modify existing systems and relate all aspects of the work to overall system requirements, advise on and implement new technology, and offer alternative approaches in operating systems development and/or problem resolution.

 

MILITARY REQUIREMENTS:  Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

All qualified applicants will be forwarded to the selecting official, unless there are more than seven qualified applicants.  In this case, the evaluation procedures in DMNA PAM 690-4, Chapter 5 will be used to further screen candidates prior to referral.  A panel of three members will be appointed to rate the candidates using the KSA factors.  Experience will be evaluated in terms of type and quality in relation to the requirements of the position.  Length of service or experience will only be used when there is a clear relationship with quality of performance or when necessary to break ties when all other ratings are equal. 

 

Following the determination of basic eligibility of the candidates as outlined in DMNA PAM 690-4, Chapter 5, qualified applicants will be referred to the selection official in the following sequence: 

 

1.  Category I:  All excepted service technicians in the New York Army National Guard  for Army technician vacancies and all excepted service technicians in the New York Air National Guard for Air technician vacancies, working at the location specified in the job announcement where the vacancy exists.

 

2.  Category II:  All currently employed excepted service technicians in either the New York Army or New York Air National Guard. 

 

3.  Category III:  Qualified members of the New York National Guard (Army or Air), to include AGR personnel and temporary and Indefinite technicians, or other individuals who are willing to become members of the New York Army or Air National Guard. 

 

* If there are fewer than three qualified applicants in Category I, then qualified applicants from Category II, III will be forwarded to the selection official, in sequential order, to provide at least three qualified applicants.
