The Moore Child Development Center/Strong Beginnings Pre-Kindergarten at Carlisle Barracks believes that every child has value and must be treated with dignity and respect. We strive to provide a safe and caring environment that will foster the social, emotional, physical, and creative development of children.

This is a Flexible Position - No Benefits at this time. Hours will vary week to week according to the manager for classroom ratio throughout the day. Performs a variety of developmental duties under close supervision. Supervisor assigns specific tasks verbally and/or written with specific initial instructions and is available for guidance and advice on all aspects of work to be accomplished and evaluated. Work is reviewed in detail, while in progress and upon completion to ensure and assess trainee's progress and to evaluate attainment of training objectives and readiness for increased autonomy and further training. This is a developmental assignment to Target position Child and Youth Program Assistant (Target Level-4), CY-1702-02, Job #AM299. Serves as a Child and Youth Program Assistant (CYPA) in one or more CYS programs. Maintains control of and accounts for whereabouts and safety of children and youth. Assists in providing and leading planned activities for program participants. Completes designated training requirements and records and tracks completed training on own Individual Development Plan (IDP).

Child and Youth Program Assistant (Entry Level 2): Helps establish a program environment that promotes positive child and youth interactions with other children, youth and adults. Helps prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily schedule. Uses prepared curriculum/program materials and assists with developing a list of needed supplies and equipment. Interacts with children and youth using approved child guidance and youth development techniques. Interacts professionally with staff members, parents, and the Command. Supervises children and youth during daily schedule of indoor and outdoor activities, on field trips, outings and special events. Observes a program participant for signs that may indicate illness, abuse or neglect and reports as directed. Notes special instructions provided by parents.  Assists in maintaining program participation data and completing required daily reports. Participates in program evaluation as required.

Child and Youth Program Assistant (Skills Level-3): Establishes a program environment that sustains participant interest and promotes positive child and youth interactions with other children, youth and adults. Helps prepare, arrange, and maintain indoor and outdoor activity areas and materials to accommodate daily schedule. Assists children and youth with special projects and homework. Participates in conferences with parents and staff. Reviews and implements daily schedules and activity plans to ensure age/stage appropriateness. Sets up displays and bulletin boards. Interacts with children and youth using approved child guidance and youth development techniques. Interacts professionally with staff members, parents, and the Command. Supervises children and youth during daily schedule of indoor and outdoor activities, on field trips, outings and special events. Observes a program participant for signs that may indicate illness, abuse or neglect and reports as directed. Notes special instructions provided by parents. Participates in program evaluation using designated instruments such as programmatic rating scales, risk assessment tools (as required) self-inspection materials and national accreditation tools. Inventories equipment on a recurring basis and recommends replenishing damaged, missing, and depleted supplies. Secures supplies, equipment, and facilities. Collects, maintains and reports program participation data.

 

(Entry and Skill) Promotes and models safety, fitness, health and nutrition practices. Notifies supervisor on health, fire, and safety compliance concerns. Ensures children and youth (as applicable) depart with authorized person according to written parental instruction. Helps arrange for/serve appropriate snacks/meals where applicable. Assists In achieving and maintaining DoD/Army certification and national accreditation or Army equivalent. Provides care/supervision, oversight, and accountability for program participants in compliance with DoD, Army and local policies, guidance, and standards. Performs other related duties as assigned.

Child and Youth Program Assistant (Entry Level 2):

Candidate must:
- Possess a high school diploma or GED certificate.
- Be able to communicate in English (both written and verbal).
- Be 18 years of age at the time of appointment.
- Possess and maintain the physical ability to lift and carry up to 40 pounds, walk, bend, and stoop and stand on a routine basis. Duties may involve working both indoors and outdoors.
- Documentation of good mental and physical health and freedom from communicable disease.
- Satisfactory completion (no convictions of child abuse, molestation, neglect, or battering; or drug related offense) of Local and National Background Checks.

Child and Youth Program Assistant (Skills Level-3):

Meet Entry-level requirements and candidate must:
- Possess three (3) months experience working in a group program with children and/or youth.
- Completion of Army Entry Level Training Certificate (Air Force/Navy equivalent).

OR

- Meet Entry-level requirements and demonstrated satisfactory performance.
- One year of education above high school level which included nine (9) semester hours of college credit in early childhood/elementary/secondary/special education, child/youth development, psychology, human development, youth program administration, recreation or related behavioral sciences, or one (1) year vocational certificate in childcare.

Conditions of employment:

Entry Level: Satisfactory completion of required training must be accomplished within three months of appointment leading to reassignment to CYPA (Skill Level - 3). Failure to achieve desired training with demonstrated competence may result in separation.

Skills Level: Satisfactory completion of required training must accomplish within twelve months of appointment leading to CYPA (Target Level). Failure to achieve desired training with demonstrated competence may result in separation.  

1. A one-year probationary period may be required.

2. Meet all qualification/eligibility requirements.

3. Satisfactorily complete an employment verification check.  

4. Successfully complete all required local background checks, must successfully complete the Child and Youth National Agency Check with Inquiries (CNACI) and a health screening. Immunizations may be required as a condition of employment for the health and safety of those in the facility as determined by medical authority. Already immune individuals (based on documented receipt of vaccine series or physician diagnosed illness), or those subject to religious exemption, or medical contraindication are exempt from this requirement. 

NOTE: Employment will be denied or terminated if your background checks reveal any of the following: Conviction for a sexual offense, a drug felony – or any drug related offense, a violent crime, or a criminal offense involving a child or children.
