• Perform price and cost analyze on the various elements of major contractor proposals, reviewing in detail the significant direct and indirect cost elements

• Develop and recommend price/cost objectives for negotiations.

• Forecast price trends, economic factors and efficiencies in production for future accounting periods using analytical techniques such as random sampling, cost models, learning curves, and parametric cost models.

• Request, coordinate and integrate into a comprehensive pricing report the various technical evaluations of cost elements such as engineering; start-up labor; facilities; subcontractor overhead and profit; inefficiencies of idle labor; special delays and standby costs; escalation factors; home office allocations; job site/field service costs; overhead; and profit.

• Review and evaluate contract price proposals for adequacy and compliance with laws and regulations, and with the Cost Accounting Standards (CAS).

• Evaluate financial statements, commercial credit reports, cash flow, and other financing arrangements (such as guaranteed loans) to establish the contractor’s financial capability to successfully perform the contract to completion.

In order to qualify, you must meet the education and/or experience requirements described below.  

Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work of a Contract Price/Cost Analyst.  

Specialized experience: To qualify, applicants must possess one year of specialized experience equivalent to the next lower grade/level (GS-11). Specialized experience is defined as: experience using contract cost/price analysis principles and procedures to analyze and evaluate the cost elements on contracts; experience in statistical, financial, and accounting analysis; experience in contract negotiation.  

For consideration, your resume MUST indicate that you possess a Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees AND your resume MUST show that you possess at least 24 semester hours of study from an accredited institution of higher education in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management obtained within or in addition to the bachelor's degree. This requirement applies to those entering DOD 1102 positions on or after Oct 1, 2000.

Education can not be substituted for experience.

BASIC EDUCATION REQUIREMENT for 1102 Positions within Department of Defense:  A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

AND

At least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree)

NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement.

• This is a Defense Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level II within 24 months of entrance on duty.
