    This position is located in the Office of the Chief Financial Officer. The incumbent is responsible for special projects for the financial and accounting operations of the Architect of the Capitol (AOC).

    The Staff Accountant:

    -Compiles data for AOC reports and executes a variety of professional accounting and program management duties to support the CFO and senior management.
     
    -Administers data gathering for annual Performance and Accountability Report (PAR). Consults with CEAR and other agencies. Tracks contractor support for graphics development and editing and makes changes as needed. Represents CFO and AOC in evaluation panels.

    -Creates a wide variety of cost accounting reports to support the Strategic Plans of the AOC. Acts as a technical expert and reviews existing financial and accounting programs. Determines needs for improvement and provides recommendations for economy, efficiency, and effectiveness and recommends changes or updates that impact policies, procedures, and systems.

    -Evaluates the effectiveness of audit readiness internal controls, accounting operations, performance indicators, and trends to monitor performance. Is a liaison to the CFO on accounting and financial management issues and participates in meetings with other agencies.

    -Represents the agency in communications with internal and external organizations on matters related to the financial systems and program developments.

    -Facilitates development of financial and accounting policies, programs, and systems as well as quality assurance reviews of existing and proposed accounting processes. Assures adherence to Federal laws and the Architect of the Capitol regulations and practices.

    GS-14: one year of specialized experience equivalent to at least the GS-13 level in the Federal service, which has equipped an applicant with the particular knowledge, skill, and abilities to successfully perform the duties of the position. Examples of qualifying include professional, comprehensive knowledge accounting principles, concepts, theories, and laws as they pertain to Federal accounting requirements practices and laws, the US standard government general ledger, the CFO Act, Federal Financial Accounting Standards, OMB Circulars, and other higher Government mandates. Knowledge of the Anti-deficiency Act and related reporting requirements and an annual Performance Accountability Report (PAR), which is subject to Congressional and public scrutiny, CFO dashboard management reports; and other reports or assistance in support of HRIS, Payroll, FTE, and Pay.gov.

    REQUIRED EDUCATION Applicant's must have a Bachelor's degree in Accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term"accounting" means "accounting and/or auditing" and should be interpreted,generally, as "accountant and/or auditor.")
    OR
    A combination of education and experience of at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college level education, and training that provided professional accounting knowledge. Also include 24 semester hours in accounting or auditing courses, 6 of which can be in business law; a certificate as Certified Public Accountant or a Certified Internal Auditor through written exam; degree with substantial course work in accounting or auditing.

    SPECIALIZED EXPERIENCE: In addition to meeting the Education Requirements, all applicants must possess one FULL year of specialized experience equivalent to the GS-12 grade level. Duties may include specialized experience in any combination of the following activities:

    GS-13 LEVEL: Specialized experience includes:
    1. knowledge of accounting standards and practical application to the production of audited federal financial statements and related financial reports (Accounting standards include generally accepted accounting principles, Federal accounting standards, generally accepted auditing standards, and regulatory guidance. Financial reports include an entity’s general ledger, sub-ledgers, and any other data source relied upon to conduct day-to-day financial operations, perform analysis, prepare work papers and/or prepare financial statements.);
    2. knowledge of budgeting and GTAS requirements;
    3. preparing, analyzing, and interpreting accounting data;
    4. high-level proficiency with large-scale core financial systems, systems interfaces, and financial reporting tools, including skill in operation of accounting systems, reviewing output, correcting errors, executing custom and standard queries and reports; and
    5. the ability to communicate financial issues and use accounting information to recommend potential solutions to management.
