The Bureau of Indian Affairs is the lead agency for the United States in carrying on a government-to-government relationship and carry out the responsibility to protect and improve the trust assets of American Indians, Indian tribes and Alaska Natives.

INDIAN PREFERENCEPreference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472).  Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference.  Indian preference eligibles that are not currently employed in the Federal service will be appointed under the Excepted Service Appointment Authority Schedule A, 213.3112(A) (7).

As a Social Worker, you will; 

  • Develop and improve services aimed at Child Welfare and Family Services.
  • Receive complaints and conducts investigation through home visits and personal interviews.
  • Serve on the Child Protection Team as case manager.
  • Recruits foster parents, develop, evaluate, train and recommend for approval.
  • Works with Tribal Higher Education Programs to identify those children are are in need and eligible for admission to Federal boarding schools.

Basic Requirements:

Degree: Social Work. Must fulfill all of the requirements for the master's degree in social work in a school accredited by the Council on Social Work Education.

Master's degree with practicum: Applicants who complete all of the requirements for a master's degree in social work that included a practicum are eligible for GS-9.

 

The quality of the combination of education and experience must be sufficient to demonstrate that the applicant possesses the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field. In addition to courses in the major and related fields, a typical college degree would have included courses that involved analysis, writing, critical thinking, research, etc. These courses would have provided an applicant with skills and abilities sufficient to perform progressively more responsible work in the occupation. Therefore, creditable experience should have demonstrated similarly appropriate skills or abilities needed to perform the work of the occupation.

 

ADDITIONAL EXPERIENCE REQUIRED:  In addition to meeting the basic entry level qualification requirements, applicants must have the following:

 

GS-11:  1 year of specialized experience equivalent to the GS-9 grade level that included receiving child neglect, sexual abuse and physical abuse complaints and conducting investigations, working on a child protection team, works on cases involving Indian Child Welfare Act, Counseling minors, guardians, foster parents involving budget matters or IIM accounts procedures.OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

 

GS-09:  1 year of specialized experience equivalent to the GS-7 grade level that included serving on a Child Protection Team, counseling minors, guardians, foster parents, etc involving IIM Accounts, maintaining financial records and files for Social Services cases. Knowledge in dealing with Indian Child Welfare Act. OR 2 years of progressively higher level graduate education leading to a master’s degree or master’s or equivalent graduate degree.

Part-Time or Unpaid Experience: Credit will be given for all appropriate qualifying experience regardless of whether compensation was received or whether the experience was gained in a part-time or full-time occupation. Full-time work is generally considered to be 35 to 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. 


This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable).  Transcripts must include the name of the college or university and date the degree was conferred.  Non-submission will result in you being rated not qualified for the position. To qualify based on education, you must submit a legible copy of transcripts with your name, school name, credit hours, major(s), and grade-point average or class ranking.  If transcripts are not included in your application package, education will not be credited.

Transcripts do not need to be official but if you are selected for this position and you used your education to qualify then you will need to provide official transcripts before you enter on duty.

 

Evaluation of Foreign Education: Qualifying education from colleges and universities in foreign countries must be evaluated in terms of equivalency to that acquired in U.S. colleges and universities. Applicants educated in whole or in part in foreign countries must submit sufficient evidence, including transcripts, to an accredited private organization for an equivalency evaluation of course work and degree. You must provide a copy of the letter containing the results of the equivalency evaluation upon request. Failure to provide such documentation when requested will result in lost consideration.

SUITABILITY, CLEARANCE & REQUIREMENTS:  A background security investigation will be required for all new hires.  Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication.  Failure to successfully meet these requirements will be grounds for termination.

 

OTHER:  Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required.  Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.

ICTAP/CTAP ELIGIBILITY
