Note:  The full performance level of this vacancy is GS-13.  The actual grade at which an applicant may be selected for this vacancy is in the range of GS-11 to GS-13.  The Professional Standards Board (a peer-review group) will review the selected candidate’s education and experience and recommend the grade and step at which the candidate will be placed.  The salary is based on the grade and step approved for the selected candidate.

As the Clinical Psychologist for Texas Valley Coastal Bend Health Care System (TVCBHCS) for the Mental Health Service Line at Harlingen, Texas the incumbent will apply advanced professional psychological diagnostic methods and evidence-based intervention strategies. The VA Texas Valley Coastal Bend Health Care System offers an extensive array of Mental Health Services to Veterans at each of its facilities including the Corpus Christi VA Outpatient Clinic, Corpus Christi Specialty Clinic, Harlingen VA Outpatient Clinic, the Health Care Center at Harlingen, Laredo VA Outpatient Clinic, and the McAllen VA Outpatient Clinic. Positions are available in the following four areas:

Psychologist (Local Recovery Coordinator)-Harlingen Ambulatory Surgery Center

The assignment will require implementation of policies and procedures from the National Recovery Coordinator (NRC) and be responsible for facilitating and implementing recovery oriented services in Mental Health Programs, which will include but are not limited to: education of providers, veterans and their families on their recovery, and working with community mental health stakeholders for the purpose of evaluation and implementation efforts. The incumbent will serve as a recovery ombudsman to the Associate Chief of Staff for Mental Health supervisory psychologists, program managers in psychology and psychiatry and clinical staff on recovery and implementation of recovery oriented services, and act as a consultant to Mental Health Programs and to veterans in development of peer support groups, consumer counseling, and consumer operated services.

Psychologist (Mental Health Intensive Case Management) Harlingen Out Patient Clinic

As the Staff Psychologist for the Mental Health Intensive Case Management Team-(MHICM) for the Department of Veterans Affair’s Texas Valley Coastal Bend Health Care System-(TVCBHCS), the incumbent will apply advanced professional psychological diagnostic methods and evidence-based intervention strategies to a full range of patient problems in the home and community-based setting. The Staff Psychologist will demonstrate advanced knowledge of psychological diagnosis, intervention and behavioral health to provide advice and consultation services on difficult or complex cases. The incumbent will provide direct patient care, and perform psychological evaluations for individuals with mental health and medical disorders for the purpose of diagnostic clarification and development of treatment planning, make recommendations.

Psychologist (Telemental Health) McAllen Out Patient Clinic

The Telemental Health Psychologist for Texas Valley Coastal Bend Health Care System will provide a full range of psychological services via video teleconferencing. The Psychologist will deliver Telemental health services to Veterans located at all VA Department of Texas Valley Coastal Bend Health Care System facilities: McAllen Outpatient Clinic, Harlingen Outpatient Clinic, Harlingen Health Care Center, and Corpus Christi Out Patient Clinic, Corpus Christi Specialty Clinic, and Laredo Outpatient Clinic, as well as to non-VA sites of care. The incumbent will provide Psychological services to include: screening for psychopathology, cognitive deficits, psychotherapy-individual and/or group formats, empirically-based interventions, and serve as a resource for other professional personnel concerning the need for, evaluation of and development of psychological services.

Psychologist Home Based Primary Care Program (HBPC) Harlingen Ambulatory Surgery Care Center

The Home Based Primary Care Psychologist will be assigned to Psychology Service under the Mental Health Service Line with primary assignment to the Home-Based Primary Care Program (HBPC).  The Psychologist will be assigned to the Harlingen Ambulatory Surgery Center, and will be tasked with serving Veterans in both the Harlingen and McAllen areas.  The Department of Veterans Affairs (HBPC) program provides comprehensive, interdisciplinary primary care services in the homes of veterans with complex and chronic, disabling disease.   This Psychologist will provide a full range of psychological services to HBPC patients, including screening for psychopathology and cognitive deficits; psychological, cognitive, and capacity assessments; brief psychotherapy; and health promotion and prevention-oriented services.  The individual will also provide evidence-based interventions to help (HBPC) patients manage behavioral factors associated with behavioral medicine problems and to promote medical compliance.
