AREA OF CONSIDERATION:

Area 1 = Permanent technicians Enlisted currently employed in the Puerto Rico Air National Guard.
 
Area 2 = Enlisted members of the Puerto Rico Air National Guard and personnel that meet all requirements to become an Airman in the Puerto Rico Air National Guard.  (This position requires Air National Guard membership).

First round consideration will be given to Area 1 Candidates. (Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates).
 
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.  

Employee may work an uncommon tour of duty to include nights, weekends, holidays, rotating shifts and subject to recall. Compensatory time is allowed when required to conduct unscheduled work.

INDEFINITE:

This position is advertised against a valid authorization until 30 September 2014. If funds authorization becomes permanently available, personnel action may become permanent without further competition, upon recommendation of immediate supervisor, or may be terminated at any time by management decision.

An applicant selected for an indefinite appointment will occupy a full-time position for more than one year, up to four years.  A technician in this type of appointment does not work towards permanent tenure and can be terminated at any time with a 30-day notice.   The permanent status of a current permanent employee will not change in the event of a selection for a position that is being announced as indefinite.   If a current permanent employee is selected, the position will be filled as a Temporary Promotion or a Change to Lower Grade. Employee serving under a temporary promotion may not retain a grade or rate of basic pay held during the temporary promotion. The purpose of this position is to protect Federal property from hazards such sabotage, espionage, trespass, theft, fire and accident or willful damage and destruction. To maintain law and order, preserve the peace and protect life and civil rights within the jurisdiction of the military installation. Apprehends and detains violators of laws, rules and regulations and turns them over the Federal or civil police or other law enforcement officers. Performs and enforce the full range of security duties within the military installation. Serves as Security Forces Dispatcher for the installation.

GENERAL EXPERIENCE:

 

Experience, education or training which provided the applicant's the ability to performed administrative, clerical, technical or military work that involved protecting property, equipment, data or materials or that involved making judgments based on the application of directions, rules, regulations or laws. 

 

SPECIALIZED EXPERIENCE:

 

Applicant must possess more than TWELVE (12) months of specialized experience performing or supervising duties such as working experience of the full range of security and security forces requirements, procedures and tactics; police and law enforcement services; protection level resources; integrated defense; active shooter; less than lethal weaponry; external/internal security response teams; entry control/circulation; biometric identification systems and restricted area badge usage; enforcing pertinent administrative rules and regulations governing traffic control, parking, building or other facility access and breaches in physical security controls; monitoring the locations of all posts, alarm systems, closed circuit television systems and telephone/radio networks; seeking, detecting, and protecting evidence and witnesses at the scene of an incident and detaining witnesses and suspects; working experience with federal laws, regulations, methods, procedures, operating techniques, state, and local laws; performing a full range of operations, preventing or resolving offenses.


 

CONDITIONS OF EMPLOYMENT:

Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.

- Successfully complete a medical screening before placement action and a periodic medical evaluation thereafter.

- Proper protective equipment must be used to comply with safety standards.

- Males born after 31 Dec 59 must provide evidence of registration with the Selective Service System.

- Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).  

- Acceptance of the position constitutes concurrence to wear the appropriate military uniform.

- Possess or be able to acquire a SECRET security clearance.

- Employee must maintain current qualifications in the use of required weapons.

- Employee is required to obtain first responder training/certifications in CPR.

- Possess or be able to acquire a Puerto Rico driver's license.

- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

- Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.

- Loss of military membership will result in immediate loss of your full-time military technician position.

- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.

COMPATIBLE MILITARY ASSIGNMENT:

In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following: AFSC 3P0X1.

Note:   In order to be qualifies for above mentioned AFSC(s) you must comply with mandatory entry requirements contained in Air Force Manual AFMAN 36-2108, Enlisted Classification or AFMAN 36-2105, Officer Classification, as applicable.

Individual selected for this position that is not qualified in one of the mentioned CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
