AREA OF CONSIDERATION:

Area 1 = Permanent technicians Officers currently employed in the Puerto Rico Army National Guard.
 
Area 2 = Officers of the Puerto Rico Army National Guard and personnel that meet all requirements to become an Officer in the Puerto Rico Army National Guard.  (This position requires Army National Guard membership).

First round consideration will be given to Area 1 Candidates. (Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates).
 
To prevent a grade inversion, military rank allowed for this position will be determined at the final evaluation of the vacancy announcement considering the military rank of the supervisor.

The purpose of this position is to serve as an Accounting Officer with responsibility for managing the total accounting function for the state ARNG.  This involves performing and supervising accounting functions and policies within the state.  The incumbent is responsible for the accuracy, integrity, and reliability of financial data recorded in the accounting system and performs professional accounting analysis and reconciliation relating to the financial activities of the respective state ARNG.  The work requires the design, adaptation, and/or installation of automated accounting systems.  In addition, the incumbent renders financial advice and assistance to senior management.

BASIC EDUCATION REQUIREMENTS:

 

Minimum qualification requirements are 24 semester hours of accounting/auditing courses. The 24 semester hours may include up to 6 hours of credit in business law. A bachelor's degree in accounting or a 4-year degree in a related field such as business administration, finance, or public administration is desired, however, it is not mandatory as long as the 24 semester hours of accounting/auditing courses have been met. The nature and quality of required course work must have been such that it would serve as a prerequisite for more advanced study in the field or subject-matter area. Related course work generally refers to courses that may be accepted as part of the program major.

 

Copy of student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.

 

SPECIALIZED EXPERIENCE:

 

Applicant must possess more than THIRTY SIX (36) months of specialized experience performing or supervising duties such as working experience of accounting principles and concepts; analyzing accounting systems; providing financial accounting advice, analysis and assistance; administering accounting systems; receiving and distributing funds; analyzing report data; developing automated subsystems; determining functional accounting requirements; working experience with computer programs such as excel, word, power point, etc.


 

CONDITIONS OF EMPLOYMENT:

Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.

- Males born after 31 Dec 59 must provide evidence of registration with the Selective Service System.

- Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).

- Acceptance of the position constitutes concurrence to wear the appropriate military uniform.

- Possess or be able to acquire a SECRET security clearance.

- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

- Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.

- Loss of military membership will result in immediate loss of your full-time military technician position.

- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.

COMPATIBLE MILITARY ASSIGNMENT:

In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following: OBR 36A.

Individual selected for this position that is not qualified in one of the mentioned CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.

HOW YOU WILL BE EVALUATED:
