AREA OF CONSIDERATION:

Area 1 = Permanent technicians Officers and Warrant Officers currently employed in the Puerto Rico Army National Guard.
 
Area 2 = Officers and Warrant Officers of the Puerto Rico Army National Guard and personnel that meet all requirements to become an Officer or Warrant Officer in the Puerto Rico Army National Guard.  (This position requires Army National Guard membership).

Note: Applicant not currently commissioned must submit evidence of eligibility for Federal Recognition in the Puerto Rico Army National Guard. For more information and certification, contact the Recruiting and Retention Office at (787) 367-7954.

First round consideration will be given to Area 1 Candidates. (Area 2 Candidates will be screened only in the event that there are no qualified or recommended Area 1 Candidates).

The purpose of this position is to serve as the chief of an information management division/branch.  The organization provides support for the assigned portion of the command, control, communications and computers (C4) program.  Manage a organization located in one of the information management organizations in the state, which provides system administration, database administration, software application development and customer support for a wide variety of standardized information management applications used throughout the state.

GENERAL EXPERIENCE:

 

Technical, analytical, supervisory, or administrative experience which has demonstrated the candidates ability to analyze problems of organization, workforce, information requirements, etc. and provide systematic solutions; and the ability to deal satisfactorily with others. 

 

SPECIALIZED EXPERIENCE:

 

Applicant must possess more than THIRTY SIX (36) months of specialized experience performing or supervising duties such as working experience planning and coordinating the installation, testing, system security configuration and monitoring, operation, troubleshooting and maintenance of server hardware and software; developing, modifying, and testing system backups and recovery strategies for systems;  working experience on system design, programming, database design and adapting commercially software; analyzing, evaluating, and recommending hardware/software changes; modifying application codes, devise software patches or workaround; researching, interpreting; exercising supervisory personnel management responsibilities, advising and providing counsel to employees regarding policies, procedures, and directives of management; evaluating reports; performing research; identifying and implementing database management systems; working experience with IT resources and infrastructure including automated systems, IT equipment and software, system technology, provisions and requirements of standardized administrative and technical database systems; database query languages, table relationships, and views.


SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:

 

Successful completion of undergraduate study in a accredited college or university may be substituted at the rate of 30 semester hours for 12 months of specialized experience. The education must have been in a computer related field such as computer science, data processing, or information processing science. Copy of student transcripts must be included in order to receive credit for education. Unofficial transcripts from internet or with alterations will not be considered. To receive credit for education the information must be included in the education section of the Resume.

CONDITIONS OF EMPLOYMENT:

Failure to meet or comply with the following requirements will be basis for non-employment or removal from employment, as appropriate.

- Males born after 31 Dec 59 must provide evidence of registration with the Selective Service System.

- Evidence of identity must be provided to comply with the Immigration Reform and Control Act of 1986 (PL 99-603).

- Acceptance of the position constitutes concurrence to wear the appropriate military uniform.

- Possess or be able to acquire a SECRET security clearance.

- Continued employment in this position is contingent upon satisfactory completion of the mandatory training specifically identified for the position.

- Individual selected must enroll in the Department of Defense Direct Deposit / Electronic Fund Transfer Pay Program.

- Loss of military membership will result in immediate loss of your full-time military technician position.

- Excepted Civil Service Technicians are required to maintain a MOS/AFSC and military grade that is determined by the NGB to be compatible with the assigned technician position.

COMPATIBLE MILITARY ASSIGNMENT:

In order to achieve compatibility prior to effective date of personnel action, individual selected must be eligible for military assignment to a paragraph and line number in one of the following: OBR 25, OAOC 53 or WMOS 255A/N/S.

Individual selected for this position that is not qualified in one of the mentioned CMF/MOS, MUST submit to HRO, before date of appointment, the correct military paperwork/application to attend the technical training school required to be MOS Qualified. If selectee fails to process the school application and does not successfully graduate from the school, he/she will be terminated from the technician program for failure to meet the compatibility standards and receive a 30 days notice of separation.
