The PALACE Acquire Program (PAQ) was established to heighten the United States Air Force’s ability to maintain the leading edge in today’s technology-intensive environment by hiring you – dynamic, creative and innovative scientists and engineers. The Scientists and Engineering PAQ program offers qualified BS graduates a well-planned 3-year development and training program which includes one year of graduate studies in a technology-related field. The first and third years of this unique training and developmental program involve work experience, while the second year is dedicated to full-time, paid graduate studies. Qualified MS or BS degrees supplemented by one year of professional engineering or science experience may also be considered and, if selected, placed in a two year on-the-job training program. Upon completion of the PALACE Acquire Program, employees will be placed on a permanent position. Promotions and salary increases are based upon successful performance and supervisory approval. These positions are being filled under the Acquisition Expedited Hiring Authority.  The Secretary of the Air Force has delegated authority to appoint certain Civilians to positions designated pursuant to the Defense Acquisition Workforce Improve Act (DAWIA); positions are located Air Force-Wide. Positions are filled as permanent with a full-time work schedule. Pay may vary by geographic location.

These position have a qualify ranking factor which states that you must have or will have a minimum 3.1 undergraduate cumulative GPA.

 

Duties

0801 - Performs general engineering tasks of limited scope and difficulty which are screened by a higher grade engineer. Some knowledge of work processes, and the capability to apply standard general engineering practices, required to directly apply varied rules, procedures and precedents to the assignments.

806 - Performs materials engineering tasks of limited scope and difficulty which are screened by a higher grade engineer. Some knowledge of work processes, and the capability to apply standard general engineering practices, required to directly apply varied rules, procedures and precedents to the assignments.

0830 - Performs mechanical engineering tasks of limited scope and difficulty which are screened by a higher grade engineer. Some knowledge of work processes, and the capability to apply standard general engineering practices, required to directly apply varied rules, procedures and precedents to the assignments.

0850 - Performs electrical engineering tasks of limited scope and difficulty which are screened by a higher grade engineer. Some knowledge of work processes, and the capability to apply standard electrical engineering practices, required to directly apply varied rules, procedures and precedents to the assignments.

0854 - Performs computer engineering tasks of limited scope and difficulty which are screened by a higher grade engineer. Some knowledge of work processes, and the capability to apply standard computer engineering practices, required to directly apply varied rules, procedures and precedents to the assignments.

0855 - Performs electronics engineering tasks of limited scope and difficulty which are screened by a higher grade engineer. Some knowledge of work processes, and the capability to apply standard electronics engineering practices, required to directly apply varied rules, procedures and precedents to the assignments.

0861 - Performs aerospace engineering tasks of limited scope and difficulty which are screened by a higher grade engineer. Some knowledge of work processes, and the capability to apply standard aerospace engineering practices, required to directly apply varied rules, procedures and precedents to the assignments.

0893 - Performs chemical engineering tasks of limited scope and difficulty which are screened by a higher grade engineer. Some knowledge of work processes, and the capability to apply standard chemical engineering practices, required to directly apply varied rules, procedures and precedents to the assignments.

0896 - Performs industrial engineering tasks of limited scope and difficulty which are screened by a higher grade engineer. Some knowledge of work processes, and the capability to apply standard industrial engineering practices, required to directly apply varied rules, procedures and precedents to the assignments.

Knowledge, Skills and Abilities(KSAs)

Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of multi disciplinary professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment.

2. Skill in evaluating state-or-the art scientific and environmental engineering technologies and capability to apply standard multidisciplinary engineering practices, required to directly apply varied rules, procedures and precedents to the assignment

3. Ability to analyze , interpret and apply a particular discipline of engineering rules and procedures in a variety of situations and recommend effective solutions to senior engineers.

The Defense Acquisition Workforce Improvement Act (DAWIA) of 1990, P.L. 101-510, Title XII, imposed qualification requirements for certain acquisition positions. DAWIA was enacted to improve the effectiveness of the acquisition workforce by establishing minimum qualification standards for each acquisition career field or functional stall. DoD implemented DAWIA by establishing a certification process. Acquisition Professional Development Program (APDP) is Air Force implementation of DAWIA. Each Acquisition, Technology, and Logistics (AT&L) career field requires specific education, training, and experience as well as defines the certification process for each career field. Candidates must be able to meet mandatory education, training, and experience requirements of the level of the position to which they are appointed within two years of their appointment date. These requirements are in addition to the qualification requirements established by the Office of Personnel Management. Certification levels are determined by the level or responsibility of the job, and whether job requires basic, intermediate, or advanced experience and training.
