About the Agency

The Chief, Network Division, reports to the Director of the National Library Service for the Blind and Physically Handicapped (NLS), and is responsible for managing all aspects of the Network Division, as well as the working relationship between NLS and the network of cooperating libraries and related partners, which includes approximately 100 regional and sub-regional network libraries, and a growing number of Advisory and Outreach Centers nationwide. The incumbent plans, develops, and initiates the network-related aspects of the talking books program both at the national level and within the nationwide network of cooperating state and local agencies. The individual exercises a high degree of initiative and independent judgment in developing programs and utilizing innovative ideas and methods.

This position has no promotion potential. The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area. The incumbent of this position will work a flextime work schedule. This is a supervisory, non-bargaining unit position. Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.

Duties

Supervisory and Managerial Responsibilities:     30%
Under the general direction of the Director, NLS, the incumbent sets policy for and has broad administrative supervision over the offices of the Network Division. Develops and oversees the Division's management plan and takes necessary actions to meet plan's performance goals. Supervising the work of employees at the GS-14 level and below, the incumbent establishes guidelines and performance expectations for the Inventory Management Section, the Music Section, the Network Services Section, and the Reference Section. The incumbent directs the work of the Assistant Chief, the division office Secretary, the Consumer Relations Officer, and the Education and Training Specialist.
Program Management: 35%
Plans and directs the activities and budgets for the NLS Network Division, including the division office, the Inventory Management Section, the Music Section, the Network Services Section and the Reference Section. Formulates objectives and priorities for the division within the resources available; justifies additional resources when necessary. Develops and presents division budget proposals and justifications, program statements, management plans, travel and training plans to the director.
Network Oversight: 25%
The Chief, Network Division coordinates and monitors the national network of cooperating libraries, serving NLS patrons throughout the United States and its territories. The network includes approximately 100 regional and subregional network libraries, and a growing number of Advisory and Outreach Centers nationwide. Duties include implementation and oversight of NLS generated programs, policies and activities affecting the network, as well as maintaining cordial and cooperative relationships with network library employees and parent organizations.
Consultation and Liaison Duties: 10%
Represents the Network Division on the NLS Management Team, bringing perspective, issues, concerns and opportunities to the team based on a broad and evolving knowledge of the network, NLS patrons, and other groups and organizations impacting the NLS program. Assists the team and the director in formulating and implementing policies, programs and practices affecting stakeholders
